“Kwa kutumia pesa za ndani” is something you are not getting quite right. Magufuli’s ambition is to reduce Tanzania’s dependence on foreign financing mechanisms. Those come with a lot of stipulations. For example, the recent general election was the first one that Tanzania financed by 100%. In addition, many infrastructure projects are also financed by the government. Our national budget is NOT entirely funded by our internal revenues ( That is something you came up with as there has never been a day when Magufuli said that we can completely find our national budget without any help)
