The victims are the ones arrested instead of the cartels, which does not help in combatting human trafficking and organized crime in Kenya. Beggars are rounded up for deportation while those that brought them in remain free and continue to bring in more disabled persons. They take advantage of the laxity of the authorities to engage in human trafficking in Kenya
