There are two different things you need to understand here.

First, 23 million has never been more than 28 million.

Secondly, these are figures of Kenyans living below poverty line NOT in extreme poverty. Get the difference between poverty and EXTREME poverty. In your country, 28 million people live in EXTREME poverty while in Kenya, 23 million people live BELOW POVERTY LINE. Jielimishe kaka
