informal settlement is a normal phenomena in any major urban setting even in high income countries.
What is happening here is that, in the whole entire Metropolis of Dar-Es-Saalam, Informal Settlements is integrated very seamlessly with Formal Settlements, such that you cannot distinguish or classify which one is which.
NB: UN describe Dar city as having upto 70% of Informal Settlement. Others media houses describe the 'whole of Darslam' as a massive or gigantic Slum.
a well planned city should have a clear path, a clear definition of settlements ie. high, middle, or low class
 
Nyerere dam you were actively begging AfDB to give you the loan but everyone refused to loan you guys because the dam is being built in a world heritage site. Then magufuli decided to prove them wrong he will just pursue it without minding the conservation issues raised so he made it a state project which is now using close to 50% of the budget in development and report show even if it's still in course it is receiving alot of challenges. Thats why even a smaller dam like the marawel dam in kigoma you had again to borrow AFDB $120M because your budget can't handle anymore. Magufully Tring to prove a point by saying you can do it by internal fundings if they refused to loan you money is what confused the Tanzanians to thinking they legitimately using their own funds to fund there projects leading to even using an Egyptian company that has never built such a huge dam because it was cheaper
So you agree that $3.9B is from our pockets, the rest is blaah, blaah. Tell me $3.9B for three years is 50% of our budget?.

The truth of the matter is, Tanzania implements many projects on out of pockets, while Kenya depends on loans and grants

1600 km sq yenye 90% ni makazi na idadi ya watu.., makazi uchwara kila sehemu ama google earth inawaonea? yaani Dar ni kubwa ata kwa Johannesburg lakini hamuwezi kutajwa kwa sentensi moja na Jozi., nyie ni levels za Kinshasa na Lagos.., ukubwa sio issue.., yaani hio Dar imeshinda akina LA na Hong Kong, kwa ukubwa ata New York ni 783 sq km!.., na Dar 1600sq km!.., double New York., fikra zako ni hovyo sana kwa barabara umedanganya panya route ndio mingi na ni za vumbi.., Dar can't beat Nairobi on standard roads
in actual sense the Nairobi metro is bigger than Dar.......If you take Namanga to kitengela to Limuru to Kenol then to Ngong and Machakos......that's quite a large area.....It's only that none of these tanzanians have travelled outside tanganyika to see real cities
