Quality Group's tax obligations in the deal are understood to have included capital gains tax, which is 10 per cent of the selling price minus adjusted costs such as depreciation and other costs.
According to the government official, the initial 10 per cent capital gains tax estimate on the transaction amounted to 4.75bn/-, but the figure was lowered to 1.3bn/- after adjusting for depreciation and other costs.

According to this figure the tax has been reduced to 2.7% from 10% which according to the writer is on the discreation of the Tax Officer of depreciation and other costs, we would like to believe that the seller made a loss on his sale because the property was not worth the amount paid hence the reason of paying only 2.7% of which he hasn't paid. There is more on this story than what is provided.

''When Manji was initially confronted by TRA officials over payment of the due taxes, he did not cooperate and even refused to pay. He only obliged after being served with a distress warrant sometime last year,'' explained another source.
In this deal also concluded in 2004, Quality Group sold its Quality Plaza building along Nyerere Road in the city to PSPF for a whopping 36bn/-.

The two transactions concluded with NSSF and PSPF within a short time-span are understood to have earned the company a total of 83.5bn/-. However, TRA sources have since conclusively asserted that there were attempts in both cases to cheat the government on taxes.

Our government sources say Quality Group may have attempted to avoid paying taxes in the PSPF deal by selling 100 per cent of its shares in an offshoot company known as Quality Plaza Limited, so as to try and get around paying the 10 per cent capital gains tax by simply selling the buildings.

A SUBSIDIARY of the crisis-ridden Quality Group Limited, MyCell, is seeking a bank guarantee from the local branch of the Bank of Baroda following refusal by local banks to grant such facilities to the controversial group owned by Yusuf Manji.

Documentary evidence availed to THISADY indicates that MyCell is one of the local companies seeking to participate in the construction of a national optic fibre backbone for the country. The company has a licence from the Tanzania Communications Regulatory Authority (TCRA).

Sources from the telecommunications sector have revealed that Quality Group has since hired over 90 Indian and Pakistani information and communication technology experts whom it brought into the country since October last year all of them now working fulltime for MyCell which has its headquarters at Quality Plaza in the city.

The sources say Quality Group has approached an Indian company to seek Bank of Baroda's guarantee which requires that only Indian companies qualify for such a facility -- because local banks have refused to give Quality Group any loans and guarantees to contest in the national optic fibre backbone project.

''This is another hoax ? the government should stop MyCell from taking part in this project because it won't deliver it's simply another way of stealing our money and sending it abroad,'' the sources said. Documentary evidence availed to THISDAY reveals that most of the Indian and Pakistani IT experts came here on a six-month business visas but still continue working without valid permits.

The sources said one Mr. Rajiv Bali, an Indian and his associates are party to the trafficking of IT experts who are currently doing nothing at Quality Plaza because banks are refusing to give loans or guarantees to Manji's numerous companies based in Dar es Salaam, Mwanza and Morogoro.

''Rajiv Bali keeps going to India every two months to get people on a visitor's pass on behalf of a fraud company (MyCell). They first apply for holiday visas for three months then once Quality Group has paid the immigration the required fee with all the commissions, they provide these Indians with a work permit for two years but over 90 per cent of these never complete their contracts they leave after merely nine months after experiencing the fraud that is happening under their noses,'' our sources reveal.

Manji is currently coaxing several international companies from Germany, China, India and Kenya to jointly tender for the national optic-fibre project.
