The first basic law of human stupidity states that

"Always and inevitably everyone underestimates the number of stupid individuals in circulation."

Akimaanisha kwamba,idadi ya watu wapumbavu katika watu wanaotuzunguka ni wengi sana kuliko tunavyodhania.
 
The second basic law of human stupidity states that"The probability that a certain person be stupid is independent of any other characteristic of that person."

Anamaanisha kwamba, uwezekano wa mtu kuwa mpumbavu haitegemeani na sifa nyingine za mtu huyo,kwa maana kwamba,mtu anaweza kuwa kiongozi, msomi, mwanaume,au mwanamke,mkubwa au mzee,ana degree au ana Phd, lakini bado anaweza kuwa stupidy
Mwandishi anahitimisha kwa kusema kwamba mtu mpumbavu amezaliwa hivyo hivyo mpumbavu, ndivyo alivyoumbwa.
 
Third basic law of human stupidity state that
"A stupid person is a person who causes losses to another person or to a group of persons while himself deriving no gain and even possibly incurring losses."

Anasema,mtu mpumbavu ni yule ambaye kwa matendo yake au mambo yake anayofanya anasababisha hasara au shida kwa watu wengine,au group la watu fulani bila ya yeye kufaidika kwa chochote,au muda mwingine hata yeye mwenyewe kupata hasara kwa alichokifanya.
 
Fourth basic law of human stupidity state that

"Non-stupid people always underestimate the damaging power of stupid individuals. In particular non-stupid people constantly forget that at all times and places and under any circumstances to deal and/or associate with stupid people always turns out to be a costly mistake."

Kwa maana kwamba watu ambao sio wapumbavu wanachukulia poa sana, hasara ambazo mtu mpumbavu anaweza kusababisha, mwandishi anaongeza kwa kusema,kujihusisha kwa namna yoyote ile na mtu ambaye ni stupy,ni mistake kubwa.
