Lower limit 2.7 x 5 = 13.5m people out of 60m
Upper limit 2.7 x10 = 27m people out of 60m

If you look at the proportion of the population with electricity using the limits you have given me it will be like this,

Upper limit; (27/60) x 100 = 45%
