And many of those slums are on public land. So the slumlords build temporary mabati houses knowing they'll be demolished any time.

Nobody builds a cheap private home in Nairobi. Land prices do not allow.
Yes, people build ugly houses all the time, but they are ugly expensive houses.

Ruto - NYOTA fund.

In short, every president just rebrands and tweaks a bit.
All of them offer individuals Ksh50,000 and groups/chamas 500,000
