In a nutshell, you are trying to talk about city/town planning here. Every town or city must have some level of planning. The reason why you think Kenyan towns are not planned in such a manner as you paint above is what baffles me. Show me any major town in Kenya that has hospitals, stadiums, regional offices, and bus stations all located in a single place. As far as planning is concerned, your towns are some of the worst planned ones, with Dar leading the pack.
