Sounds more like a HR/accounting hiccup.
Also, many universities are restructuring to the new financing system. Expect operational delays.

The county governments are not allowed to collect all taxes.
The national government also collects a lot of taxes from Kiambu. Probably only third after Nairobi and Mombasa.

If Kiambu was it's own country, it would probably be like the economy of Rwanda. Thika Town and Tatu city alone are probably richer than Bujumbura 😂

The national budget has no money of its own.
Pesa inatoka kwa wananchi. You're speaking of the national government as this mythical money printing machine.
Counties give and take.. if you know what I mean.
Same way California subsidizes Mississippi.

Did you know Turkana county is bigger than Rwanda and Burundi combined?
About 1 million people contributing almost nothing to the GDP, mostly grazers spread out everywhere. What do you want to tax them?
With devolution they get an extra 19 billion, just to bring them up to the standards of the rest of the country.

Where do you think that money is coming from? From Kiambu and other rich counties.
