For example schools and hospitals receive cash for facility improvements. (Our education budget is more than the entire Rwanda budget). This is cash that is budgeted in as a never ending recurrent expenditure.

National budget inainclude departmental,ministerial, and every source of expenditure and income .
Unapoaandaa county bajeti lazima itabeba Kila kitu kinachohusiana na county husika ambayo baadae inapelekwa kuwa integrated kwenye master bajeti ya nchi, counties zote au matumizi na income zote za counties lazima ziwe integrated kwenye bajeti kuu ya serikali ili kupata bajeti husika ya taifa la kundustan .
