For example schools and hospitals receive cash for facility improvements. (Our education budget is more than the entire Rwanda budget). This is cash that is budgeted in as a never ending recurrent expenditure.

Neither the president nor parliament controls the county budget, not do they proclaim to include it in the national government development budget.

Once the counties get their money, they have their own 'parliaments' (country assembly) to budget for that money.

Kweli wewe ni fala. Unatuwekea taarifa za national budget alafu inasema inajumulisha za county pia? There's a reason why they are called National and County budgets.

Dar entire city is a slum. How do you demolish an entire city?

One Affordable Housing project alone in Kibera under construction as we speak, will house close to 1/4 of Kibera slum population upon completion.
And it's not the only project in Nairobi right now.

More and more Tanzanians continue to use Mombasa Port. Look at how Tanzanian cargo through Mombasa keeps on increasing. Also noticed how Uganda Cargo through Dar port is reducing day by day na ukiwaskia hapa vile watanyanganya Mombasa mizigo ya Uganda.

If you entered an economic class, you would know that most development by far comes from private individuals not government.
Those salaries are spent developing Kenya.

The average bongoslummer cannot even afford a microwave.
Why then would a microwave manufacturer set up in TZ?
