Here in TZ middle class people prefer to build their own mansions. Very few people have interest in owning appartments in high rise buildings. Having your own mansion gives you freedom, space and flexibility hence it is all about the culture and not economy. Even if you prefer to live in appartments there are plenty of them.

Many Housing projects In Tanzania takes years because they are can not afford to buy them especially off plan. Kenya is going to see sustained housing projects for some more decades to come. Look at Mombasa, every proposed tower sells out off plan

They are everywhere in Dar. Goba, Madale, Mbezi Beach, Masaki, Kigamboni, Kunduchi, Mbweni, Kijichi, etc
To be honest in Tanzania it is very feasible to build your own house than buying an appartment because land is very cheap here.
