In Kenya, both the private sector and the government builds that's why Nairobi is second only to Johannesburg in Subsaharan Africa and Johannesburg and Cairo in the whole of Africa in terms of skyscrapers. Skyscrapers such as KICC, Times Tower, CBK Pension Tower, NSSF Building, UoN Tower, Teleposta, Nyayo House etc are government owned. Skyscrapers such as GTC, UAP, Britam, Prism, One Africa, LeMac etc are privately owned (Of those only GTC is owned by the Chinese btw). Considering your government built all the skyscrapers it needs between 2010 and 2020, it will be a very loooong time before Dar gets another skyscraper.
