Dar es Salaam was 1500sq.km in 1960, it is still 1500sq.km in 2022. Can we say Dar es Salaam has not grown in size since 1960?

Has grown in built up spaces but has not entirely exhausted the demarcated area though there are plans to increase the area as Dar is implementing a DMDP (Dar es salaam Metropolitan Development Project)
