Magufuli's bold actions rattle EAC, benefit Tanzania​

When John Pombe Magufuli took over the reins as president of Tanzania in November 2015, the East African Community was already pulling in two opposite directions.

Kenya, Uganda and Rwanda were already coalescing around the “Coalition of the Willing,” as it came to be known — to accelerate the regional integration agenda, from functional issues like trade and tourism to more ideological ones like political federation.

Throughout his presidency, President Magufuli has styled himself as an African nationalist, a bulwark against imperial exploitation and as pro-austerity, anti-corruption crusader. But this Tanzania-first policy outlook has not gone unnoticed in the region.

Only weeks after taking office, President Magufuli banned Kenyan milk firm, Brookside, from collecting the product and directed that all milk produced must be processed locally.

"How many dairy firms do we have that are operational? Do you remember the Brookside Company in Arusha? It used to collect milk from the Maasais in northern parts of Tanzania, take it to Kenya for processing then bring it back to us to drink… Enough is enough," President Magufuli told Tanzania Private Sector Foundation members in December 2015.


"One would have thought that this was a matter he could have easily solved through a phone call to his Kenyan counterpart. But it is such that alienated him from Kenya's top leadership," said Barrack Ndegwa, former Kenya's EAC Integration Secretary.

In 2017, President Magufuli ordered the burning of Kenyan chicks illegally imported into Tanzania and auctioned about 1,125 cattle from Kenya after Kenyan Maasai herders crossed the border in search of pasture.

This July, Tanzania banned Kenya Airways from flying into its territory after Nairobi removed the neighbouring state from a list of more than 30 countries allowed to resume international flights into Kenya from August. In August, Tanzanian aviation authorities banned three Kenyan airlines from flying into the country in retaliation for Kenya subjecting passengers from Tanzania to mandatory 14-day Covid-19 quarantine.


"Among the Tanzanian presidents, the most progressive one in terms of the Community integration was the late Benjamin Mkapa. During his tenure, perhaps because of his journalistic background, he had a good grasp of what was happening in the region," said James Mwamu, former president of the East African Law Society based in Arusha. "But Magufuli for some reason, has brought in the nationalistic posture of Tanzania."

At the East African Legislative Assembly, opinion is divided whether President Magufuli is responsible for the slow pace of integration after missing summit meetings. The Heads of States Summit hasn't met for two years.

Simon Mbugua, a first-time Kenyan MP at EALA observes that President Magufuli has not been enthusiastic about the EAC integration.

"He has also not been travelling. The EAC dream has not been his priority because when there are meetings, he does not attend."

But Magufuli's defenders say he supports regional integration on fair terms. They point out that despite shunning foreign travel, he has visited Kenya, Rwanda and Uganda.

Ujenzi wa Lapsset basi ilianza 2014 kwa sababu hapo ndipo contractor alipoteuliwa. Ndio maana nilikuwa naambia Geza Ulole kuwa jana nilichokora website ya Lapsset project ili kujua ujenzi haswa ulianza lini. Ni wazi kuwa contractor alishinda tender 2014 kwa hivyo kwa lugha ya kawaida, ujenzi ulianza 2014 japo feasibility study ilifanywa 2011. Kwa hivyo ujenzi wa Lapsset umechukua miaka 6 na sio 9.

What does the word groundbreaking mean?
 
I think there is lack of coordination among ur government officials! Yesterday when i saw Lahore metro train, Nairobi Express Highway clicked in my mind right away but i couldn't get the answer why an 11 km viaduct for normal highway and not for metro train!

These guyz meant to say that the project had started not the construction itself. They were simply Iaunching the whole project but we know that there are afew steps that had to be followed before construction started. I always wrongly believed that the groundbreaking that happened in 2011 meant that construction started in 2011 but even the tender had not been floated at that stage. Even the contractor had not been selected. So here the word "groundbreaking" is misleading. They should have said that Lapsset project was "launched". Kenyan media is stupid for using the word groundbreaking. Afterall, in Kenya when the president is doing groundbreaking, most of the time he literally uses a bulldozer to break the ground.

Lastly, Tazama hii video hapa kwa umakini. 2014 Uhuru na rais wa Ethiopia na S. Sudan walikaa chini na kuzungumza kuhusu how to finance the project. Yaani by 2014 hata mambo ya finances hazikuwa zimejadiliwa sasa utasemaje kuwa groundbreaking ilifanyika 2011 ikiwa hata finances hazikuwa zimepatikana by 2014? Halafu mwisho wa hii video wanasema wazi kuwa contractor alikuwa amepewa kandarasi hio mwaka wa 2014. 2011 hakuna groundbreaking iliyofanyika

The cabinet does what Uhuru wants. He has appointed them. It is the same in Tanzania too. No minister can go against the president.

All these fall under Host Government Agreements.

Now after HGA, the ball is on Total n CNOOC and their financing institutions towards FID. Hili bomba lenyewe wanaonaolijenga ni Total as main shareholder akifuatiwa na CNOOC halafu Uganda ambaye automatically ana stake kama mwenye resources! Sisi ni minor stakeholders tu tena sina uhakika kama tusha-commit kwenye kulipia our stake.

LAPSSET Launched in Lamu​

On 2nd March, 2012, H.E President Mwai Kibaki,H.E Prime Minister Meles Zenawi and H.E President Salva Kiir jointly launched the Lamu Port in Mokowe-Lamu on the Indian Ocean coast.

The Three presidents shake hands to symbolise a unity of purpose in the project.

The port is part of the Lamu Port -South Sudan-Ethiopia (LAPSSET) project. Dubbed the most ambitious infrastructural undertaking on the continent, at an estimated cost of some $25bn, the project is a vital transport and economic development corridor for the region.

Although it has commenced with three countries, LAPSSET is envisaged as a bridge that will link the Indian Ocean side of the continent to the Atlantic coast and to the north it links into the Northern Corridor into Djibouti, Sudan and Egypt.

The LAPSSET project comprises 32 port berths connected to the region by thousands of kilometres of new rail tracks, pipeline and a highway. This corridor will also have 3 resort cities, a number of airports, and a manmade dam (the grand dam).

Among those who witnessed this historic event was Amb Monica Juma and Amb Cleveland Leshore, Kenya’s Ambassaor to South Sudan, Ministers, Members of Parliament, including those from Lamu and other high level officials from the three countries.

MY TAKE
The only difference i can tell u is Kibaki launched LAPSSET for 32 berths and after Toyota Tsusho withdrew from the project it's then when Uhuru reduced the number of berths to three! But don't tell me Kibaki did not do a groundbreaking that had two presidents in Lamu!

Toyota proposes to build Lamu to South Sudan pipeline​

Car maker, Toyota, has proposed to build an oil pipeline linking Lamu Port to South Sudan as part of the multi-billion shilling Lamu Port-Southern Sudan and-Ethiopia Transport Corridor (Lapsset) project.

The project, which was launched last month by the three countries in Lamu will involve construction of a new port in Lamu, a railway line to South Sudan and Ethiopia, a pipeline, refinery and resort cities in northern Kenya.

The proposal comes as government holds discussions with the auto maker to help accelerate projects under the Vision 2030 plan of which the Lapsset project is one.

Toyota through its trade, investment and logistics arm, Toyota Tsusho Corporation (TTC), will also cover energy, agro-processing and food production projects across the country in collaboration with the Vision 2030 secretariat.

“I am pleased to note that Toyota Tsusho Corporation and the Kenya Government through Vision 2030 are set to sign a memorandum of understanding (MOU) where Toyota will intensify investments in energy, logistics, and food production and processing,” said Vision 2030 director, Mugo Kibati in a statement.

Mr Kibati said TTC will also partner with the Japanese International Cooperation Agency to provide machinery and rice processing equipment to farmers in the rice-producing Mwea as part of the MOU.

The development signals the government’s efforts to engage the private sector and foreign investors in its infrastructure development through PPP arrangements to be anchored in the yet to be ratified Public-Private Partnership Bill 2011.

Ministry of Finance PS Joseph Kinyua said last week that the Bill will signed into law before the end of next month.

The government is working major Vision 2030 projects such as the Sh860 billion Konza City ICT Park and the Tatu City through PPP arrangements.

President Mwai Kibaki has recently held talks with other countries like China, urging them to identify viable projects they can undertake to help Kenya attain its development plans.

Arusha. Tanzania and Total oil company yesterday signed an agreement that will pave the way for the construction of a crude oil pipeline from Uganda to the Tanga port.

Implementation of the $3.5 billion East African Crude Oil Pipeline (Eacop) project is scheduled to start in February next year, lasting for three and a half years.

Attorney General Adelardus Kilangi signed the Host Government Agreement (HGA) for Tanzania government while Nicolas Terraz penned for Total oil giant.

“This is an important milestone towards the implementation..it represents yet another successful step in the process,” Prof Kilangi said.

The signing followed three weeks of intensive negotiations between senior government technocrats led by the AG and representatives of Total.

The 1,447 kilometre pipeline will be used for transportation of crude oil from Hoima in Uganda to the Tanga port for export overseas.

Yesterday’s pact with Tanzania followed the initialization of another HGA agreement between Total and Uganda on September 11th after three months of negotiations.

Negotiations for the Tanzanian HGA covered, among others, project authorizations, land rights, local content, health safety and environment and labour standards. “Today’s conclusion is a sign of a conducive environment for investment. Investors should be assured the environment is much more conducive now,” he said.

The pipeline, two thirds of which will pass through Tanzania,will generate at least 10,000 jobs and tax revenue and non-tax revenues amounting to billions of shillings.

Total purchases for the project will cough in Sh1.7 trillion while transportation of goods will generate Sh496 billion and annual salaries Sh294 billion.

The permanent secretary in the ministry of Energy Ms Zena Saidi said the negotiations centred on legal and contractual framework.

“The negotiations were tough but we agreed on conditions under which EACOP) will be built, operated and the local content,” she told an audience at a hotel room.

Mr Terraz, Total’s Head of Africa Division said the negotiations were transparent and that the oil giant will ensure clauses of the agreement were implemented to the letter.

The government team included the Governor of the Central Bank Prof Florens Lugoa, several permanent secretaries, chief executives from the parastatal and the business corporates.

Tanzania and Uganda agreed in March 2016 that a pipeline to transport crude oil from the Lake Albert basin in west Uganda to the markets overseas be routed through the Tanga port. An agreement to the letter was signed by the two neighbouring countries in May 2017 followed by the laying of a foundation stone at the Tanga port by presidents John Pombe Magufuli and Yoweri Kaguta Museveni in August the same year.

EACOP is expected to unlock East Africa’s potential by attracting investors to explore opportunities in the region.
It is projected the project will result to over 60 per cent increase in Foreign Direct Investment (FDI) in Tanzania and Uganda during the construction phase.

Okay. Let us go by your interpretation. Uhuru is wise and realistic. 3 berths is attainable but 32 is excessive. We don't need 32 berths.
 
The cabinet does what Uhuru wants. He has appointed them. It is the same in Tanzania too. No minister can go against the president.
