why not counting ground floor in a tower total number of floors excludes ground floor if there is also underground floors?

Methuselah, ground floors are not counted in a building. Floors zinahesabiwa kuanzia first floor kwenda juu and that's how it's done worldwide. Why are you Danganganyikans inventing your own rules?
