Hayo sio maneno yangu, pengine ungawauliza walosema kuwa slums and unplanned settlements are used interchangeably. They are like synonyms, if you know what synonyms are. Secondly, I have never in my life seen a planned slum. All slums around the world have one striking feature that cuts across them - they are unplanned. Unaposema hizo estates ziko unplanned yet kuna sufficient social services unamaanisha nini? In that case, what did they fail to plan to make those settlements unplanned settlements? You can't say they are unplanned and have basic social services at the same time. Planning entails so many things na social services ni moja ya hizo, so wacha kujichanganya. When will you stop sugarcoating this thing?
