samia how? idiot? Those projects r financed from city council internal revenues! Just like counties government in Ukunduni! I even showed u council representatives that r voted by the people! U have MCAs in the place of council representatives!

MCA'S work under the Governor not the president, usiwe mjinga. Hao wenu wanafanya projects on behalf of the National Government under an act of parliament, ndio maana nimekuambia kesho Suluhu anaweza amka na aseme hizo miradi zote zisimamishwe. In Kenya devolved factions are enshrined in the constitution.

Si unaona ulivyo pumbavu. A Mayor is not elected by the people, huyo ni kama county speaker tu. A governor is not equal to a president but they perform duties similar to a president in their respective County Governments.

Kenyan mayor siyo sawa na Tanzanian mayor. Tatizo lako umepumbazwa na mawazo ya kenya. Ondoa ujinga kwanza ujifunze. Tanzanian mayor ni sawa na Gavana huko Kenya.

Mayor anachaguliwa among of Diwani katika council husika. Diwani wanachaguliwa na watu.

So hujaelewa nini sasa hapo?
Tanzanian devolution is called D by D is more advanced than Kenya, Kenyan devolution is only political not Administration.

Ndio maana tukikupatia maelezo huelewi.

Ni kweli, Baraza la Madiwani Tanzania linafanya kazi inayofanana na County Assembly ya Kenya (kutunga sheria ndogo ndogo, kupitisha bajeti ya eneo husika, na kuisimamia serikali).
  • Tofauti: Kenya, County Assembly ina nguvu kubwa zaidi ya kisheria (Legislative power) ambapo wanaweza hata kumwondoa madarakani (impeach) Gavana. Tanzania, Baraza la Madiwani linaweza kumkataa Mkurugenzi (DED), lakini hawana uamzi wa mwisho wa kumuondoa

Mapato ya Ndani (Own Source Revenue - OSR)​

Hapa ndipo Tanzania ina uimara mkubwa.
  • Tanzania: Halmashauri zina vyanzo vingi vya mapato (kama ushuru wa mazao, leseni za biashara, kodi ya majengo, nk). Kupitia mifumo kama LGRCIS, Halmashauri zina uwezo wa kukusanya na kutumia sehemu ya mapato hayo kwa miradi ya maendeleo ya ndani (asilimia 40% ya mapato ya ndani yanatakiwa kwenda kwenye miradi).
  • Kenya: Kaunti nazo zinakusanya mapato (OSR), lakini Kaunti nyingi nchini Kenya zimekuwa zikitegemea zaidi ya 80% ya fedha kutoka Serikali Kuu (National Treasury). Uwezo wa Halmashauri za Tanzania kujitegemea kimapato katika ngazi ya wilaya mara nyingi unaonekana kuwa na mizizi mirefu zaidi.

Uwezo wa Kijiji/Mtaa Kukusanya Mapato​

Huu ni upekee wa kipekee wa Tanzania ambao Kenya haina:
  • Tanzania: Sheria ya Serikali za Mitaa inatambua Kijiji kama chombo cha kisheria (Legal Entity). Kijiji kinaweza kuwa na akaunti ya benki, kinaweza kuingia mikataba, na kinaweza kukusanya mapato (mfano: ushuru wa minada, faini, au asilimia kutoka kwa wawekezaji wa ardhi).
  • Kenya: Ngazi ya chini kabisa ya kiserikali yenye mamlaka ya kifedha ni Kaunti (County). Hakuna "Village Government" yenye mamlaka ya kisheria ya kukusanya kodi au kuwa na bajeti inayojitegemea kama ilivyo Tanzania.
