They dismantled the nuclear program not the plants plus they had to sign an agreement in 1996 before they could resume power production. They are closely monitored and any deviation would attract the US reaction. Forget about the fake white genocide I hope they don’t give Trump a reason to dismantle the entire program.
With Kagame. he’s already has a history of aggression towards his neighbors. He might have nuclear power but not at free will. If he resists strict controls and conditions, then forget about it. Ain’t happening.
