They can never be the same, Dodoma magufuli city is an administrative capital by the government, Tatu is comprised of more than 100 Private companies- the job of the government is not to build a city but rather to create the capacity, haya in the long run, the businesses in tatu will grow creating wealth- how will a judiciary building bring any economic growth? 2 different things.
