'Local miners' are wealthy by luck. There's nothing genius about getting rich from local mining of gold. You could put significant gold deposits anywhere on this planet and some locals will become rich from it. I even gave you an example of failed countries like DRC and Southern Sudan with gold deposits that have numerous gold millionaires. It has nothing to do with how well a country is run.
