South Africa’s state-owned logistics company, Transnet SOC has announced plans to operate the Lamu Port in Kenya which is being developed to be partly used for planned exports of oil. Kenya Ports Authority Managing Director Daniel Manduku revealed the reports and said the authority is in talks with the firm negotiating on the value of the deal.

“The firm is leading a group of companies that are pitching to provide the equipment for the initial three of 32 berths planned at Lamu Port, and to operate the facility. We are still negotiating and hope to have made a decision by end of march,” said MD Daniel.

The Lamu Port



Lamu port project was conceived as part of a regional infrastructure plan known as Lapsset that includes an oil pipeline from northwestern Kenya, where Tullow Oil plans to start commercial production in 2022.

Lapsset Corridor Development Authority Chief Executive Officer, Silvester Kasuku said that the Lapsset corridor envisages linking the pipeline, roads, rail and airports in Kenya to neighbouring Ethiopia and South Sudan.

“Construction of the first berth at Lamu will probably be completed in June, and the next two areas where vessels can dock in 2020. We expect traffic to reach 23.9 million tonnes by 2030,”said Silvester Kasuku.

US $480m is expected to be invested in the project which upon completion, will become Kenya’s second international seaport after Mombasa. According to Director Daniel, the port is expected to attract larger cargo ships and also provide direct benefits within the region by passing on savings derived from lower marine costs due to faster ship turn around time, reducing the cost of doing business.

“It is expected that the port will attract some of the cargo that passes through the ports of Sudan, Djibouti and Mombasa,” said Mr. Manduku.

Shipping Lines to Visit Lamu port

Accoding to reports, more than 10 shipping lines have agreed to so far to visit Kenya’s Lamu Port.

Edward Kamau, general manager corporate services at the Kenya Ports Authority told the media that, “We are taking the shipping lines to Lamu to see and appreciate the facility and infrastructure that is being put in place ahead of commissioning.”

He added,” We also want them to understand what is expected of them once we commence operations at the new port.”

The Kenya Ports Authority’s marketing strategy also includes offering promotional tariffs to logistic companies which includes a 30 days free storage period for transshipment and transit cargo, 14 days free storage period for domestic cargo and a 40 percent discount for cargo-based charges as per the Kenya Ports Authority’s tariff.
Edward Kamau also revealed that the Kenya Ports Authority will promote Lamu as a transshipment port.

Recently, Denmark’s – Maersk, which happens to be the world’s largest container shipping firm agreed to call at Lamu Port. Maersk, which is the largest container ship and supply vessel operator in the world since 1996, will connect the Lamu Port to 300 global ports.

The Kenyan government is developing the first three berths at the planned 32-berth port which is part of the Sh2.5 trillion Lamu-South Sudan-Ethiopia Transport Corridor (Lapsset). The project, which was flagged off in 2012, is being completely developed by tax-payers money.

In addition, the Kenyan government is also developing the 135 kilometre long Lamu-Garsen road, which will connect Lamu to the rest of the coastal region and other parts of Kenya.

This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the United Nations Development Business online and dgMarket of 26th September 2019.

The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of the Dar es Salaam Urban Transport Improvement Project (DUTP), and intends to apply part of the proceeds to cover eligible payments under the works contract for construction of Dar es Salaam Bus Rapid Transit (BRT) Infrastructure Phase 3 – Lot 1: Road Works (23.33 Km) including Bus Stations along Azikiwe/Maktaba, Bibi Titi/Nyerere Road, TAZARA/Uhuru Road and Shaurimoyo/Lindi Streets.

Tanzania National Roads Agency (TANROADS) on behalf of the Ministry of Works, Transport and Communication, hereinafter referred to as the “Employer;” now invites sealed Bids from the eligible bidders for the proposed Works that shall consist of the following: Construction of 23.33 km of asphalt concrete surfaced roads including 6.70 km of service roads and paving blocks surfaced non-motorized lanes on the periphery of the motor lanes, together with associated storm water and sewer system along Azikiwe/Maktaba, Bibi Titi/Nyerere Road, TAZARA/Uhuru Road and Shaurimoyo/Lindi Streets;
Construction of two (2) Terminal Stations with concrete surfaced pavements;
and Construction of Bus Stations, Feeder Stations, Terminal Sheds and Pedestrian Bridges.


The Contractor shall ensure proper traffic management during the construction period and comply with statutory Environment and Safety protection guidelines.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non- Consulting Services under IBRD Loans and IDA Credits &
Grants by World Bank Borrowers;January 2011, revised July 2014 ("Procurement Guidelines"), and is open to all eligible Bidders as defined in the ProcurementGuidelines.

In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's Policy on Conflict of Interest.

Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria asprovided under Volume 1 – Part 1: Section III: Evaluation and Qualification Criteria (without Prequalification Criteria) of the BiddingDocument which includes: Experience as Prime Contractor they should have successfully completed at least two (2) projects of similar nature andcomplexity within the last ten (10) years, each of minimum value US$ 90 million or one contract of minimum value USD 180 million;
Average Annual Turnover calculated as total certified payments received for contracts in progress or completed, within the last five (5) years of USD 140 million;
Minimum amount of liquid assets and/or credit facilities net of other contractual commitments of USD 23 million;
and Further details and complete qualification requirements are provided in the Bidding Document.

Bidders should also note that the Works must be completed within a period of twenty (20) calendar-months inclusive of three (3)calendar-months classified as mobilization period.

All bids must be accompanied by a Bid Security in original and in an acceptable form in the amount of TZS 4,000,000,000 (Tanzania Shillings Four Billion only) or its equivalent in any freely convertible currency.

Bidders have an option of submitting an original Bid Security through the SWIFT (Society for Worldwide Interbank Financial Telecommunication) Message duly countersigned by a reputable local Commercial Bank.

The Bid Security shall be clearly addressed to the Chief Executive Officer, TANROADS, P. O. Box 11364, Dar es Salaam.

The Bid Security shall be valid for twenty-eight (28) calendar-days beyond the bid validity period, i.e. 148 calendar-days after the bid’s submission deadline.
