Uchunguzi utaendelea kwa kila jambo mpaka 2010 tutakapo pata serikali mpya. serikali ya sasa inakabiliwa na mzigo wa chunguzi kibao.
 
Je kuna taarifa zozote kama account hizi bado zinafaya kazi au wale wachunguzi wa EPA wameshazifreeze! kama Bado basi wana JF tusilale maana hela zote hizo zitahamishwa.
Chonde JK funga account hizo mara moja. Kumbe tunaweza kusubsidise bei ya mafuta na wananchi wakapata bidhaa kwa bei nafuu. Ile hadithi ya hakuna hela hakuna hela mwisho sasa. Wabunge wajione wajinga kwa kukubali mara kwa mara kuwa serikali haijafanya hiki wala kile kwa ukosefu wa fedha.
Bunge la sasa, mmepata bahati ya kufunguliwa macho, hatutaki kusikia visingizio eti hakuna hela. Serikali ikijibu hivyo iwekeni kitanzini mkiwauliza - za EPA zinafanya nini?, za Tangold zinafaya nini?, za Richmond zinafaya nini? za Kiwira zinafanya nini?, nk mpaka kieleweke!

Hakuna cha kesi wala nini kwa kuwa tukiwapeleka mahakamani watashinda tu, with all the money bags they have got- they can hire the best lawyer on earth!

You can fool some people sometimes but you cant fool all people all the time....

let the government perform its duty!. people are critcising, criticizing and criticizing , the inertia of blind criticism is consuming the ability of people to turn and look on the otherside of the coin.
The strange thing is, people are even criticizing good moves by the government.

The minister has said Chenge is under investigation!. but our good criticizers dont see this as a positive move, they want to criticize!.just finding the loophole for critcism why?

I don't see the reason why the minister was unable to inform Tanzanians who is doing the investigation. In my opinion Tanzanians deserve to know all important information in regards to vita against mafisadi.

Inaonysha dhahiri kwamba sirikali inawaogopa hao mafisadi kitu ambacho Watanzania hatuelewi kwa nini waogopwe baada ya kufanya madhambi mazito kiasi hicho. Kama serikali inawaogopa basi ijiuzulu maana imeshindwa kazi.
 
Inavyoonyesha huyu wana chuki nae ,mbona wale wengine wamejiuzulu zamani tu na inakuwaje huyu awe jambo lake limefika serikalini na kulianzia kazi,hapa kuna uswahiba.
Inamaana wale akina Lowasa mambo yao hata hayajafika serikalini na hawajapata habari. Usanii mwengine huo ,haijulikani mtu acheke au akasirike maana tatizo la viongozi wetu hawana kozi ya kuzungumza mbele ya vyombo vya habari na waandishi wake ,wanakurupuka na majawabu tu ambayo huwaingiza mkenge na kuwa kibano cha baadae, hivi hapo Chuo kikuu hii kozi ipo au haipo ,kama ipo inabidi hawa wanaoukwaa uwaziri wapatiwe japo wiki moja inaweza ikatosha kukabili masuali ya waandishi.
Kwa kuwasaidia tu hutakiwi kutoa majawabu alufu wakati suala ni moja,inakubidi ufupishe jawabu kiasi ya uwezo wako tena iwe mkato mkato na lenye utata ,sio unajibu na kupanga jawabu kama mabehewa ya reli.

I don't know if anyone can logically and frankly answer your 'why' above, but let me throw in this for a thought.

Sidhani kama kuna anayekataa na ku-criticize blindly, ninadhani na kuamini ni kutokana na historia ya 'past investigations' inayofanya watu wakiguswa na unyasi wanashituka.

Remember PCCB investigations of:
1. Sumaye ( hakuna ukweli kuhusu tuhuma hizo baada ya kupewa faili na Mtikila). Wala hawakuhangaika hata kusema tuhuma zipi na uchunguzi walifanya lini!
2. IPTL. Hakuna dalili zo zote za rushwa katika mkataba huo.
3. Buzwagi. Si kweli kuwa mkataba ulisainiwa hotelini (which turned out to be a lie) na kuwa mkataba huo hauna harufu ya rushwa (the jury is still out).
4. Richmond/Dowans. Hakuna dalili za rushwa na ni mkataba safi (wakati hata kampuni hai-exist, go figure).
5. Shekilango Road. Uchunguzi bado unaendelea mwaka wa tatu huu.
6. Kiwira. They didn't even know there is a place called Kiwira ambapo Mkapa na Yona wameweka mayai.
7. EPA - BOT. Wao hawahusiki, hilo suala liko Ikulu. (Meaning, no investigation).
8. Manji, Quality Group na NSSF. Hakuna rushwa ni ushindani wa ki-biashara. Uchunguzi ulifanyika lini? Utajaza.
9. Tangold/Meremeta/Mererani/Deep Green, n.k. - hawajui wachunguze nini!!!
10. Chenge - PCCB hawana uchunguzi, wanawasaidia tu SFO.

DCI Manumba na vyombo vya polisi:
1. Madawa ya kulevya. Uchunguzi tayari na majina kapewa Rais (mwaka wa pili huu sasa).
2. Wala Rushwa wakubwa. Uchunguzi tayari majina kapewa Raisi.
3. Chitalilo - hayo ni makosa ya ki-siasa hakuna jinai katika forgery, chama chake kitamshughulikia.
4. BOT - EPA. DCI hatujahusishwa, ila tunafuatilia.
5. Chenge - DCI kasema hata wao wanasoma kwenye magazeti, ila watafuatilia.

Na hivi ndiyo vyombo vikuu vya uchunguzi wa makosa makubwa ya jinai Tanzania.

Waziri hajasema nani anafanya uchunguzi (na inaweza isiwe PCCB au DCI), na bado unapenda watu wawe na imani na uchunguzi huo? 'Serikali inamchunguza' is not enough, na inamchunguza nini?

Sometimes criticism is based on what you haven't done BEFORE and not necessarily what you are doing now.
 
Ni ikulu ipi inamsurubisha Mzee Chenge? ni ile pale Feli ama? hebu yale mabilioni ya EPA ndiyo tumenyamaza au? jamanisijui Tanzania inakuaje kweli watu wanajichukulia wanavyotaka wao, wanasahau kule kijijini watu wanakula mlo mmoja, daa!!!1
 
Daa!!! hapa IPTL lazima tuijadili kwa kina kwani Mzee alijisahau sana, alidhani huenda baada ya kustafu yasingefunuliwa haya yote, sasa analo mzee wa kuning'inia, daa!!!!
 
Tanzania: Legal opinion on radar deal led to Chenge’s fall

DAR ES SALAAM, TANZANIA - A legal opinion by the Tanzania Attorney General’s Chambers on the purchase of a 28 million British pounds air defence radar system from BAE Systems in 2001 is central to the scandal that has led to the resignation of the former Attorney General.

Mr. Andrew Chenge, who resigned from government last week, is a former Attorney General and had been promoted to cabinet to head the ministry for infrastructure development.

The multi-million pound sterling scandal is under both local and international scrutiny.

Chenge was Tanzania’s Attorney General when the radar deal was sealed.

East African Business Week has learnt that at the time the deal was negotiated, Tanzania had no money so it had to look for other sources to finance the project.

Reliable sources say the Tanzania government sought a legal opinion about the deal at which point the Attorney General office advised “to continue with the project and above all advised the government to borrow money from a British bank, Barclays.”

According to a source within the ministry of legal and constitutional affairs, that legal opinion was by itself illegal because such a commercial debt was uncalled for as the World Bank and the International Civil Aviation Organisation had said the purchase was “unnecessary and overpriced.”

He said the Attorney General’s Chambers advised the government to borrow a huge amount of money well knowing that the price was on the higher side. “Apart from an inflated price, Tanzania being a HIPC country was not supposed to enter such a debt burden with a two-digit interest rate,” he said.

“The Serious Fraud Office (SFO) has shown concern after discovering that such a legal opinion was itself illegal, and could have been pushed by personal interests because the deal was wildly expensive,” he said.

Although reports that Chenge is under investigations came out recently, East African Business Week has established that the SFO started a follow up on the matter three years ago.

The radar was manufactured by Siemens Plessey, which then had become a BAE subsidiary.

The local Siemens agent then negotiated the sale with the Tanzanian defence ministry.

The radar deal has a long history. It all started in 1992 during President Ali Hassan Mwinyi when negotiators had put the price tag at 11o million pound sterling.

The deal was blocked on reasons that it was unaffordable and the first Tanzanian President, Julius Nyerere played a great role in discouraging it. However, when Nyerere died in 1999, the scheme was resurrected, with a smaller phase to be followed by the rest but both the World Bank and the International Civil Aviation Organisation were against the deal.

In the UK, the then Development Secretary, Ms. Clare Short, temporarily blocked aid payments in protest and said openly that she suspected corruption.

“It stank and was always obvious that this useless project was corrupt,” she was quoted as saying.

Short also made an attempt to prevent the sale by arguing that a British arms export license be withheld but was overruled in cabinet by the then Prime Minister Tony Blair. Britain’s Foreign Secretary then, Mr. Robin Cook and current prime minister Gordon Brown were also against the deal.

The reasons put forward by both Short and Cook were that because Tanzania is one of the poorest countries in the world, there were no substantive reasons to enter into such an expensive deal.

Chenge, resigned on April 20, 2008 after the Guardian newspaper of the UK said the minister has stashed away $1 million in an offshore account and that the team investigating the sale of the military radar to Tanzania was tracing the account.

Also discovered, was a $ 500,000 transaction shown to have been made (from Chenge’s offshore account) to one of the senior officers of the Tanzania Electric Supply Company (Tanesco). Two weeks ago SFO conducted an in-depth search at both Chenge’s offices and residence in Dar es Salaam.

Chenge is now the fourth minister to resign in a period of two months.

Edward Lowassa (Prime Minister), Nazir Karamagi (Minister for Minerals and Energy) and Ibrahim Msabaha (EastAfrican Cooperation) resigned in February after they were implicated in the irregular awarding of a multi-billion shilling tender to generate emergency electricity in 2006.

The tender was awarded to a shadowy American company, Richmond.

Ni wapi serikali inaweza kumchunguza mtu nje ya mchakato wa sheria?
