'Blaming nature can, of course, be very consoling and comforting. It can be of great use especially to those in positions of power and responsibility. Comfortable inaction is, however, typically purchased at a very heavy price - a price that is paid by others, often with their lives. (Dreze and Sen, Hunger and Public Action 1989, 47)'
'No one person suffers a lack of shelter without a social failure to organize shelter in such a way that it is accessible to each and every person. And no one person suffers unemployment without a system or political economy that fails to safeguard against that possibility. (Judith Butler, For and Against Precarity, 2011).'
Notice that vulnerability resides in the pre-hazard precarity of people. Vulnerability is,by definition, the social precarity found on the ground when hazards arrive. It does not fall from the sky. While there is no disaster without hazard, without vulnerability, hazard is nil (Blaikie et al 1994; Ribot, 2014).
Also, Margaret Lock observed that efforts to reduce suffering have habitually focused on control and repair of individual bodies. The social origins of suffering and distress, including poverty and discrimination, even if fleetingly recognized, are set aside.Politicians and those in power tend to ignore social causes of precarity, which is their own making.
You are as usual trying to ignore the social causes of precarity. Si tatizo lako wala Rais. You both lack the requisite knowledge. Try and study vulnerability writings. These writings are normally dense but with some help, you should be able to pick up some concepts.
