Because he knows that's the responsibility of the government. Did you ask yourself why he was very categorical? Why did he just mention tuition fee and not any other fee? It's because teachers/principals who send students away will be doing so against the government's agenda of paying tuition fee for every student in public schools. No student should be sent away for failing to pay tuition fee coz it's fully catered for by the government
 
As long we do not need monetary support like some LDC I know of, we can always bridge that food deficit coz we have financial power to do so. We can buy from as far as Mexico as you wait for financial donors to come from as far as Sweden

Turkana is one of the driest areas in Kenya (and also one of the poorest). It can go a whole year or even two without raining even a single drop there but when it rains, it does so in style leaving behind one hell of destruction through floods. It kills livestock and even people and destroys roads and other infrastructure. Well, that's the wrath of nature and there's nothing you can do about it. It is not surprising that roads were destroyed there, especially with the heavy rains kenya experienced in November and December last year.

But where on earth are roads not destroyed by floods? This is something that happens even in developed countries so I don't understand why you think Turkana should be an exception.

Last but not least, you are wrong when you say that there are no tarmac roads in Turkana. Have you been to Turkana to ascertain this claim? Turkana county receives the largest amount of money from the national government in a financial year than other other county in Kenya. It receives more money than even Nairobi county, the nation's capital. Where do you think this money goes to? It is used in building roads among many other things as you can see below. So where did you read that there are no tarmac roads in Turkana? Wacha chuki kijana and do some research before commenting on a subject. Adios!

"School fees" is a very general term. I already told you that the government only takes care of TUITION fee. What's so hard for you to understand? There's no child in Kenya who can be sent back home to bring tuition fee. That is 100% catered for by the government. Any other remaining fees are the responsibility of the parent
