About Bagamoyo you can't say it is a failed project while it is still on paper. Not established yet on actual ground how can you call it a failed project.
Vivid example of failed project is Nairobi BRT ambayo mkapaka lipstick "BRT only" kwenye road lanes na hadi leo hakuna brt buses zinazopita. Infact in East Africa Kenya is the leading country in failed/white elephant projects.
