Sasa nini maana ya kuwa na Counties kama employees wa Counties wanalipwa na central government?

In Kenya, county government employees are officially employed and paid by their respective County Governments. However, the funds used for these salaries are primarily disbursed from the National Government (Central Government) as part of the equitable share of revenue, supplemented by local revenue generated by the county.

Hivi unajua huwa kuna min budgets ambayo unatengeneza national budget?
County budget ni min budgets haijalishi mtazitumiaje hizo hela au mtapangaje, ndo maana utakuta kwenye national bajeti utakuta bajeti hata ya zile taasisi za serikali ambazo ni owned.

Hebu kwanza lete hizi figures za osr za dar municipalities ndo tuendelee na discussion. 2nd Your point was development budgets for counties is included in the central government development budget which is not true. County governments get a guaranteed share of the national government budget( which is approximately 15% of the total budget) , then the national government budgets for the remaining 85% . Lastly counties have more revenue sources compared to your municipalities can't be compareble

Ooohhh sijui counties hazina infrastructure budgets, sahii sasa umechange tune. Sawa mkona budgets but you don't have the powers, your local governments hawawezi jenga anything without linking with the national government.

Tunakupa Project ya Kinondoni Maniciple Stadium. Is from Own source revenue.

Remember Tanzania has more than 180 councils each inakuwa na own source revenue

Sisi tunatembea na formula, above 10bil ,70% ya osr ni for development na inakuwa chini ya municipal council.
Allocation za from central government kwenye infrastructure inaanzia bungeni.
Kuna municipality 184 na hapa ni own source revenue only .

Juu ya kijiji utakutana na Kata.
Kila kata Inakuwa na kiongozi anayeitwa Diwani. Vilevile huyu hupigiwa kura na kata yote. Kila Chama cha Siasa kinaweka mgombea wake. Hapo kwenye kata kunakuwa na kamati mbalimbali. Yaani diwani anaundwa Serikali ya Kata. Kwenye kata kunakuwa na mwakilishi wa Serikali anayeitwa WEO.

Kata zote ndani ya halmashauri moja zinaungana na kutengeneza council.

Madiwani wanachagua diwani mmoja atakayekuwa mwenyekiti wao (Kwenye Municipal and City anaitwa Mayor) Kwenye council ambazo hazijafikia level ya municipal anaitwa mwenyekiti wa council. Huyo mwenyekiti aliyechaguliwa na madiwani ni sawa na gavana kwenu kenya.

Ndani ya council kunakuwa na mkurugenzi anaitwa DED. Yeye anakuwa Katibu wa Council.

Sasa mpaka hapo mmejifunza nini wakenya kuhusu devolution ya Tanzania?

NB: Kijiji kinakuwa na own source of revenue kwa maendeleo ya kijiji.
Kinakusanya pesa kupitia ulinzi shirikishi, sungusungu nk.
