A special audit by the Office of the Auditor-General on Kenya's Affordable Housing Programme exposed severe operational and financial risks. Major findings include that nearly

Critical Audit Findings
The Auditor-General's report detailed massive systemic and compliance failures within the housing initiative:
  • Missing Land Titles: Approximately

    of ongoing affordable housing projects were found to lack valid title deeds, putting the government and investors at risk of future legal disputes.
  • Absence of Cost-Benefit Analysis: The program was launched without a documented formal cost-benefit analysis framework or a defined affordability threshold to appropriately target vulnerable beneficiaries.
  • Vacant & Unsold Units: The audit flagged severe revenue losses. Over 10,000 existing government and housing units are currently vacant or generating no revenue, including 700 unsold units under the National Housing Corporation valued at Sh3.2 billion.
  • Land & Procurement Irregularities: Several projects were initiated on community lands lacking clear ownership records, alongside systemic weaknesses in procurement integrity and contractor oversight.
