What is Hoima's capacity?

So now Kenya will have two 60K stadiums. If you can't fill those regularly (and you cannot) you will realize why this was a stupid decision. On top of that you built both of them in Nairobi. Another dumb decision. Why did Kasarani fall into such disrepair? might it have been due to maintenance costs?
