This one is from the sides of BOT, not from the ground where the height may be distorted by the closest tower but from an aerial perspective. Where are those 20m taller than PSPF coming from, are they invisible floors?

For comparable buildings with the same height in Nai and Dar, yours try their best to squeeze as many floors in it as is possible. It is good and bad, good in that you have as many offices to let as is possible, but because all these offices have small head rooms thus limits on furniture fittings.
Eg:-

-millennium tower - 30flrs(129m) vs Lemac - 26flrs (127m)
-Rita tower - 30flrs (117m) vs Teleposta tower - 27flrs (120m)
-Uhuru heights - 27flrs (102m) vs I&M - 18flrs (100m)

That's what I heard. but then on getting a ground level pic, the base on both towers doesn't have a 20m difference in elevation, heck it doesn't even reach 2m difference

Good, TPA is 134m, BOT at a sio kitu so iweke kando, Those 152.8m long PSPFs have a 12m yellow LED dome head tower light so the height of their functional level is 140.8m.

But of course that dome is part of the tower hence 152.8m, just as the spire is part of Britam hence 200m

NB - The tallest building in the world;
Burj Khalifa - 828m (584 to roof + 224m spire)
