You can't separate National and County governments, both get their revenues from taxing Kenyans, it is the responsibility of National government to coordinate counties to deliver to Kenyans.

My question is that, why Nairobi county introduces school feeding program while parents can feed their children?, do you understand the concept of school feeding programs?. Have you ever seen any rich cities with government sponsored school feed programs?.
