Kenya has resumed servicing loans owed to China after Beijing’s six-month debt-repayment suspension expired in June, piling pressure on the exchequer.



The government began 2021-22 remittances, with the first batch to the Export–Import Bank of China amounting to 82.7 billion shillings ($761 million), according to Kenya’s Controller of Budget Margaret Nyakang’o. Repayments are for debt taken for projects, including a railroad between Kenya’s capital, Nairobi, and the port city of Mombasa, Nyakang’o said in emailed responses to questions.

China postponed the repayments in January, helping the East African nation temporarily retain 27 billion shillings that was due for six months ending June 30. Renewing the payments comes as a blow to Kenya, which asked for an extension of the Debt Service Suspension Initiative -- under which the World Bank and International Monetary Fund urged the Group of 20 leading economies to help countries concentrate their resources on fighting the coronavirus pandemic.

Kenya’s debt-servicing costs are poised to surge 35% to a record 1.17 trillion shillings in the year through June 2022, according to the parliamentary budget office. That exceeds the administration’s 669 billion shillings budget for development projects during the period.

Debt Burden​

China, which accounts for about one third of Kenya’s 2021-22 external debt service costs, is the nation’s biggest foreign creditor after the World Bank. Kenya plans to spend a total of 117.7 billion shillings on Chinese debt in the period, of which about 24.7 billion shillings is in interest payments and almost 93 billion shillings in redemptions, according to budget documents.

“The relief was useful, it gave Kenya a breather,” said John Mutua, a programs coordinator at Nairobi-based Institute of Economic Affairs. Resuming debt service “may mean borrowing more to plug the deficit, given covid-19 and the impact on revenue,” Mutua said, adding Kenya is heading into an election year when the economy usually slows down.

The swelling debt burden -- with the budget deficit projected at 7.5% of gross domestic product this fiscal year -- partly reflects a pile of repayments deferred from the previous period by DSSI creditors, according the lawmakers’ budget office. The IMF estimates Kenya would receive total debt relief of $361 million from the DSSI in the six months through December, if the arrangement is extended. The reprieve for January through June was $350 million, less than half the target of $680 million.

The Paris Club of creditors is yet to decide on Kenya’s request to extend the relief arrangement. The Chinese embassy in Nairobi did not immediately respond to a request for comment on Kenya’s request to further postpone payments.

“Sovereign lenders have the choice of deciding whether or not to grant DSSI,” National Treasury Principal Secretary Julius Muia said. He confirmed that “Kenya has resumed servicing interest and principal” on Chinese debt.

Kenya drops China debt relief bid as banks resist​

Kenya has withdrawn its request for China to extend debt repayment holiday to December in the wake of opposition from Chinese lenders that recently froze disbursements to local projects.

The Treasury says that Kenya has decided not to seek an extension of the debt relief beyond June, adding that the country is fully paying Exim Bank of China—which funded the construction of the standard gauge railway (SGR).

Chinese lenders, especially Exim Bank, were uncomfortable with Kenya’s push for extension of the debt service suspension with rich nations, prompting delays in disbursements to projects funded by Chinese financiers.

The Chinese embassy in Nairobi acknowledged the funding hitch, adding that the matter was being addressed by officials of the two countries.

Now, Nairobi is dropping its push for the debt repayment holiday extension by China for fear of straining relations with Kenya’s biggest foreign creditor.

"There is no request to the Chinese government for an extension of the moratorium on debt. Kenya is servicing its debts with the Exim Bank in line with the DSSI agreement," Treasury Principal Secretary Julius Muia told the Business Daily.

Central Bank of Kenya (CBK) data shows that foreign exchange reserves dropped by Sh35.2 billion between July 15 and July 21. The banking regulator did not offer reasons behind the fall. But World Bank data show the only major debt repayment for Kenya in July was for loans linked to SGR—signalling payment of Chinese loans.

Chinese-funded projects faced a cash crunch in June, with contractors reporting delayed payments from banks like Exim Bank of China.

Executives at State-owned firms said in July the projects risked delays due to the funding hitch.

"Payment to contractors working on Chinese projects and paid under direct method have delayed since last month [June]. We are told Chinese banks are not settling invoice because of the moratorium," said a CEO of a State corporation who spoke on condition of anonymity.

The direct method involves Kenyan firms with Chinese loans sending notices for supplier payments to Chinese banks through the Treasury.

The terms of China's loan deals with developing countries are unusually secretive and require borrowers to prioritise repayment of Chinese state-owned banks ahead of other creditors. A cache of such contracts was revealed in an earlier report by Reuters.

The dataset -- compiled over three years by AidData, a US research lab at the College of William & Mary -- comprises 100 Chinese loan contracts with 24 low- and middle-income countries, a number of which are struggling under mounting debt burden amid the economic fallout from the Covid-19 pandemic.

It uncovered several unusual features, including confidentiality clauses that prevent borrowers from revealing the terms of the loans, informal collateral arrangements that benefit Chinese lenders over other creditors and promises to keep the debt out of collective restructurings -- dubbed by the authors as "no Paris Club" clauses, the report said.

The Paris Club is a group of officials from major creditor countries whose role is to find solutions to the payment difficulties experienced by debtor countries. China is not among the 22 countries who are members of the club.

Beijing is one of Kenya’s biggest foreign creditors, having lent Sh758 billion as at April 2021 to build rail lines, roads and other infrastructure projects in the past decade.

In January, China and other rich countries under the Debt Service Suspension Initiative (DSSI) gave Kenya a six-months debt repayments relief.

The impact of the Covid-19 pandemic has battered Kenya’s tax revenue collection at a time when more of its debts are falling due and continues to grapple with gaping fiscal deficits.

The G20 countries, including Belgium, Canada, Denmark, France Germany, Italy, Japan, Republic of Korea, Spain and the USA, rescheduled payments of Sh32.9 billion in principal and interest due between January and June to the next four years with a one-year grace period.

The International Monetary Fund (IMF) has disclosed that Kenya had sought an extension of the debt relief from G20 countries to December, saving an additional Sh39 billion ($361 million).

While China is a G20 member and a signatory to the deal, a large proportion of its loans to Kenya has been made on a commercial basis by government agencies, quasi-public corporations and by state-owned banks, such as China Development Bank and Exim Bank of China.

China has sought to negotiate its debt relief deals separately, but applying the same terms as the G20 countries while reserving the right on size and which loans will attract the moratorium.

The World Bank had estimated that Kenya could save Sh55.9 billion from China between January and June under the DSSI deal in principal and interest payment freeze.

But China announced that Kenya would be granted a Sh26 billion ($245 million) relief.

A parliamentary disclosure indicated a portion of the relief came from the SGR financier, China Exim bank.

President Uhuru Kenyatta’s administration has largely taken loans from China since 2014 to build roads, bridges, power plants and the SGR.

This started after Kenya became a lower-middle income economy, locking her out of highly concessional loans from development lenders such as the World Bank.

EABL buys extra Sh6bn stake in Dar subsidiary​

East African Breweries Limited has completed acquisition of additional 30 percent stake in Tanzanian subsidiary for $55 million (Sh5.98 billion), raising its ownership to 85 percent.

EABL, majority-owned by UK’s Diageo, had disclosed plan to increase its stake in Serengeti Breweries in March 2020 after identifying the Tanzanian market as promising for growth of beer and spirits business.

“We got one minority shares. We decided to buy them out and they also wanted to sell. The shareholding changed from 55 to 85 percent,” EABL managing director Jane Karuku said without giving further details.

British drinks group Diageo disclosed EABL acquired the 30 percent stake late last year for $55 million (Sh5.98 billion) in cash and £16 million (Sh2.1 billion) in outstanding loans that EABL had earlier extended to the Tanzanian brewer.

“On 21 October 2020 and on 6 November 2020, EABL completed the acquisition of 13.3% and 16.7%, respectively of shares in Serengeti Breweries Limited for a total consideration of $55 million (£42 million) in cash and £16 million in the form of shareholder loans outstanding to EABL,”Diageo wrote in a note to investors.

Ms Karuku said the Serengeti business sustained “strong growth through investment behind the brands and capacity expansion” for beer and local spirits production in the year through June 2021.

Revenue in the subsidiary increased 15 percent year-on-year, with beer (10 percent) and spirits sales growing by double-digit.

The Serengeti was a major beneficiary of the giant brewer’s Sh7.8 billion capital investment in the year ended June 2021, largely targeted at the Moshi plant which EABL has identified as a major player in its growth strategy for the spirits business.

The deal for the additional stake in the Tanzanian unit followed another acquisition of four percent in July 2019 for $3 million (about Sh326.1 million under prevailing exchange rate), raising the brewer’s stake to 55 percent.

EABL’s bid to grow its stake in Serengeti through acquisition of minority shareholders has in the past courted controversy, with Tanzanian government aggressively protecting minority interest.

Last year’s transaction raised its legal and economic ownership in the subsidiary to 55 percent and 74.5 percent respectively.

Before the July 2019 deal, EABL owned a 51 percent stake in Tanzanian brewer, but had a larger claim in terms of assets and earnings at 72.5 percent.

This was a result of conversation of Sh15.3 billion loans receivable from Serengeti into equity in the year ended June 2018.
