I don't know how "practicality" is measured, perhaps you can tell us. What I know is that the local government ministry was responsible for running of all local authorities in Kenya, starting from town councils, municipal councils and city councils before they became defunct under the new constitution. One of the key functions of the then local government ministry was to ensure that local governments remain transparent and accountable to the people with regards to the use of public resources. The difference between then and now is that these authorities were not independent like they are right now but all their operations and management was run by the local government ministry, something that is now being done by the county governments.
