Elections 2010 2010 Kikwete T-shirts?

Wakuu naomba ufafanuzi nilimsikia mkuu wa takukuru akidai kuwachukulia hatua watakao gawa kanga, fulana na aina yoyote ya msaada wakati huu kuelekea uchaguzi maana ni moja ya rushwa na sheria iliyosainiwa kwa mbwembwe inakataza haya, sasa hizi fulana hazipo kwenye mkondo huo?

Pole mkuu. Inabidi ujue TAKUKURU ni nani na hizo fulana ni za nani.

Kwa kifupi TAKUKURU ipo chini ya ofisi ya huyo anayetoa fulana. Nani wa kumkamata nani?

  2. Sheria ya Uchaguzi inasemaje? Ikitokea T-shirts hizi wakaanza kugawa kwa wananchi (ambao hata mavazi ni shida) si 'takrima' hii?
  3. Vyama vingine vinasemaje? Kwanini viwe kimya? Vinafanya hayahaya?
  4. Sheria zinachagua nani asifanye kitu flani na nani akifanye?
  5. JK amekuwa CONFIRMED kama mgombea pekee wa CCM?
  6. TAKUKURU wanaichukuliaje hali hii?
Sintoona tatizo kama sheria zinaruhusu (hasa hii ya majuzi).

Kwa kifupi TAKUKURU ipo chini ya ofisi ya huyo anayetoa fulana. Nani wa kumkamata nani?
Na kifupi zaidi gharama ya T-shirt moja ni kubwa zaidi ya heshima ya mkuu wa Takukuru Hosea Ndaki, ni heri kuchana T-shirt ya Hosea kuliko kuchana fulana ya kampeni ya Kikwete.
 
The Elections Expenses Act 2009 as approved in February 2010 seeks to control the use of funds and curb illegal practices in the nomination process, election campaigns and elections processes.


What the Act says:


  • The Registrar the powers to investigate and examine the books, papers or documents of a candidate or political party
  • Powers of the Registrar to demand information relating to election expenses of political party or candidate
  • Election expenses to mean all funds expended or expenses incurred in respect of the conduct and election by a political party or candidate or government in respect to elections
  • Election expenses to be incurred by political parties using own party funds as stipulated in political parties Act.
  • Restricted use of personal funds for election purposes Disclosure of funds before election campaigns
  • Limitation of election expenses to a maximum amount to be set by the Minister or an official responsible for elections Limitation on voluntary donations with a requirement for all voluntary donations to be declared to the registrar and deposited in a special election account of the party
  • Restriction of foreign funding to election expenses NGOs, CBOs, FBOs to disclose sources and amounts of funds to be used for election related expenses
  • All nomination expenses to be incurred by the party and not the candidates All political parties to declare any funds for election campaigns
  • All expenses or payments made in respect of elections to be vouched, billed and validly receipted
  • Restricted apportionment of election expenses incurred by a political party
  • Prompt reporting on expenses incurred by candidates during elections, within 30 days from the polling day and 90 days by the political party An obligation of every candidate, political party, NGO, FBO and CBO who participated in the election activities to keep records of funds, names, postal, physical and electronic addresses of donors.
  • Mandatory auditing of accounts and submission of audited accounts to the registrar of political parties
  • Failure to disclose leading to disqualification Prohibited unfair conducts including corruption and inducement whatsoever of voters
  • Unconscionable funding including payment or giving of food, drinks, entertainment of voters is illegal. Acceptance of such provision is an offence Prohibited conveyance of voters
  • Any breach of the provisions of the Act leads to disqualification Penalties to include fines upon conviction Presidential Candidates to have access to all forms of media
  • The government to deploy security organs to maintain peace and security during elections. No private security allowed. No personal liability suffered by any government officers during discharge of elections
  • The Minister for elections to make regulations in respect to the Act. Registrar to make recommendations
The Act offers an opportunity to increase transparency and curtail corrupt nomination and campaign practices. However, it is difficult to assess the potential impact of the Act without the supporting regulations, (not very sure if are in place).​



Currently, it appears that the individuals either by their own or through Parties are undertaking activities covered by the Election Expenses Act in attempting to win their party’s nomination to contest in the coming elections. The only fear is that, if at all there are not regulations and their implementation guidlines issued by the Registrar of Political Parties to govern all issues covered in the including spending limits, there is no doubt that the Election Expenses Act will be useless.

Hata hao waliozivaa ni wananchi waliogawiwa, kwa hiyo si kwamba ikitokea, bali imeshatokea !!
 
Hapa swala nikwanini wana anza kampeni kabla ya wakati??Maana hiyo ni kampeni tosha nakuhusu hiyo tkuchaghuliwa Kikwete siswala la mjadala tena kwani huyo ndo mgombea!!Lakini mimi nina imani yeye ajaruhusu kitu hicho ila hao vimbelembele ndo wamegharimia kwa pesa yao binafsi!!siyo tamko la chama!!Na wala siyo design iliyo izinishwa na chama chake!Niwao wamedizaini kivyao.

Kwa kweli sijaona familia limbukeni kama hii, haya hatukuyaona wakati wa Nyerere na Mwinyi hata wakati wa Mkapa, nasikia mtoto wa Nyerere pale UD alikuwa hataki kuitwa sirname(Nyerere) alikuwa hataki kujulikana kuwa ni mtoto wa rais leo hawa wenzetu utadhani ni urithi wao wa Taifa.
