SHIRIKA la Ndege Tanzania (ATCL) limepata pigo jingine baada ya kufungiwa na Umoja wa Mashirika ya Ndege Duniani (IATA), hali ambayo inalifanya shirika hilo kutoweza kufanya shughuli zozote za kibiashara na mashirika mengine ya ndege.
Hatua hiyo imekuwa sawa na masumari wa moto kwenye kidonda cha ATCL, ambayo inasubiri Mamlaka ya Udhibiti wa Usafiri wa Anga (TCAA) kufanyia kazi nyaraka ilizowasilisha ili irejeshewe cheti cha usalama wa anga.
TCAA ilichukua hatua ya kuinyang'anya ATCL leseni ya kurusha ndege baada ya kubaini kuwa nyaraka zilizojazwa na shirika hilo la serikali la usafiri wa anga zilikuwa na mapungufu kulinganisha na sheria za mamlaka hiyo na hivyo kuitaka ATCL kuzishughulikia upya, jambo ambalo lilifanywa na shirika hilo na hivyo TCAA kuahidi kuzifanyia kazi katika muda wa siku 10 za kazi.
Lakini ATCL ikiwa inasubiri kumalizika kwa siku hizo 10 za kikazi baada ya kufanyia marekebisho nyaraka hizo, imepata pigo jingine baada ya IATA kuifungia kwa muda kwa maelezo kuwa uamuzi huo umetokana na TCAA kulinyang'anya shirika hilo cheti cha usafiri wa anga.
Taarifa zilizolifikia Mwananchi jana zilieleza kuwa IATA imesambaza waraka huo wa kulisimamisha shirika hilo kwa wadau wake, hasa kwa mawakala wa usafiri wa anga na mashirika ya ndege kote duniani.
Waraka huo wa Desemba 15, mwaka huu, umesambazwa na ofisi ya IATA, Kanda ya Afrika Mashariki ambayo iko jijini Nairobi na imesainiwa na meneja wa kanda, Hassim Pandor.
"Tungependa kuwaarifu kuwa IATA imeisimamisha mara moja ATCL (TC-197)," inaeleza barua hiyo. "Shirika hilo limeacha kufanya shughuli zake kutokana na Mamlaka ya Udhibiti wa Usafiri wa Anga ya Tanzania kuinyang'anya AOC (cheti cha usafiri wa anga). "Kusimamishwa huko kunaendana na Azimio la 850, kiambatanisho F."
Adhabu hiyo inamaanisha kuwa ATCL sasa itashindwa kuwahamishia kwenye ndege za mashirika mengine wasafiri wake waliokuwa wamefanya taratibu za muda mrefu (booking) za safari kwa kutumia ndege za shirika hilo, hali ambayo italifanya lianze kutafuta wateja upya baada ya kupata AOB. Baadhi ya wadau wa safari za ndege nchini waliozungumza na Mwananchi, walieleza kuwa tangazo hilo lina athari kubwa za kibiashara kwa ATCL.
Akizungumza kwa sharti la kutotaja jina gazetini, mmoja wa viongozi katika moja ya kampuni ya huduma za safari za ndege nchini, alisema kuwa hata kama ATCL itaanza huduma zake hivi karibuni, mawakala wengi watakuwa na wasiwasi wa kutumia ndege zake. "Hii ni sawasawa na kutangaziwa sifa mbaya kwa marafiki zako jambo ambalo licha ya kukuchafulia sifa, itatia doa la kutoaminika kwao," alisema.
Mdau mwingine naye alisema kuwa hatua hiyo itazua mzozo mkubwa wa ATCL kukubalika katika shughuli za kibenki kimataifa, maana hiyo ni sawa na sumu ambayo itachukua muda mrefu kufutika. "Taarifa ya kufungiwa inaenda haraka na inachukuliwa kwa umakini mkubwa na mabenki kwa sababu ni jambo linaloweza kuwasababishia hasara. Lakini ikitokea ATCL imeruhusiwa, inawezekana taarifa zake zisiende kwa kasi hiyo," alisema na kuongeza:
"Hali hiyo itasababisha baadhi ya taasisi za kifedha kuifuta ATCL katika milolongo ya kifedha na hata litakaporuhusiwa, hawatairejesha na mawakala wengi watapata wakati mgumu wa kufanya nayo kibiashara. Badala yake watapenda kufanya biashara na mashirika mbadala." Ofisa Mkuu Mtendaji wa ATCL, David Mataka hakupatikana jana kufafanua taarifa hiyo baada ya kuripotiwa kukabiliwa na majukumu ya kikazi.
Ofisa Uhusiano wa TCAA alisema kuwa tayari wamepokea vielelezo vya ATCL vinavyoonyesha masahihisho ya dosari zilizosababisha wawafungie kurusha ndege na kinachofanyika ni uhakiki, hivyo upo uwezekano wa kerejeshewa leseni hiyo wakati wowote.
The government has given the Air Tanzania Corporation Limited (ATCL) board seven days to explain why the Tanzania Civil Aviation Authority (TCAA) suspended its operations, the Minister for Infrastructure Development, Dr Shukuru Kawambwa, has said.
The minister told a news conference in Dar es Salaam yesterday that the government and the general public were shocked and disappointed by the current state of the ATCL. I have given the board seven days to present explicit explanations on what has led to such an embarrassing situation all those involved will be taken to task, Dr Kawambwa said.
The ministers remarks come a few days after the TCAA suspended the operations of the airline due to what has been described as documentation problems for which the Authority has also suspended the airlines Air Operator Certificate for falling short of International Air Transport Association (IATA) requirements.
Workers of the crisis-ridden ATCL who met in Dar es Salaam last week demanded immediate resignation of the companys management as well as its board of directors. On Wednesday, IATA too suspended the ATCL membership, meaning it cannot deal with its 230-member airlines around the world. However, the minister stated that the government would continue backing the airline in it efforts to regain both its international recognition and business.
We expect that the ATCL management will soon meet the conditions to enable it go back to business the government will provide assistance where necessary, Dr Kawambwa said.
He also said the ATCL needs some $273 million just to remain afloat. But Mr Mohamed Missanga, the chairman of the parliamentary committee for Infrastructure, had earlier said the airline would require at least 633bn/- to keep it flying.
Mr Missanga said the national flag carrier needs about $507m to recapitalize and stabilize it following its divorce from the failed South African Airways joint venture. He said the government was the only dependable source of income at the moment which did not allocate any funds to that effect in its 2008/9 budget despite high expectations, the MP noted.
Meanwhile, the government has asked the Chinese government, through its private companies to run another crisis ridden Tanzania and Zambia Railways Authority (Tazara). Dr Kawambwa told the reporters that the two governments had already held preliminary talks and that they were waiting for response from the Chinese government. He admitted that Tazara was in terrible state and that urgent intervention was needed to rescue it.
