ATCL gets lease to fly again

The financially troubled Air Tanzania Corporation Limited (ATCL) might soon get a loan amounting to some seven billion shillings from an international bank – all guaranteed by the government, it has been learnt. Impeccable sources close to the national flag carrier claimed yesterday that CITI Bank was looking into the airline’s request for a loan amounting to some 7.1bn/-.

“Air Tanzania had approached several banks for such credit … the CITI Bank has agreed to look into its request and chances are things will work out positively,” the sources said. The sources also indicated that the airline needed the money to pay for staff salaries and administrative costs, among others. However, the sources claimed that the airline’s request for the money had since been rejected, and that the airline can no longer meet its mandatory operational costs such as fuel.

The airline has been experiencing financial problems since 2004 when it incurred a loss of some 7.7bn/-, which improved somewhat when it broke its troubled marriage with the South African Airlines in late 2006. According to Treasury records, it held some 13bn/- by March last year. Some of the workers who did not want their names to be disclosed said the morale of the majority of the workforce has gone down because the company was nosing down.

“The government has not kept its word on giving ATCL full support … it has not done so since we parted company with the South Africans,” they allege. ATCL, formerly known as Air Tanzania Corporation (ATC) was privatized on December 2, 2002 in a deal under which SAA acquired 49 per cent shares in the firm. SAA bought the 49 per cent shares for only $20m which largely went into shareholding – the rest going into capital and training accounts.

Ndani ya wiki mbili hivi tumesikia serikali na ATC wakitoa taarifa mbalimbali na nyingine zikikinzana juu ya hali inavyoendelea ndani ya ATC.

Sichelei kurudia tena na tena, maoni mengi mbayo yamekuwa yakitolewa kupitia kwa wadau mbalimbali na hata kwenye forum hii kwamba yasipuuzwe katu. Sehemu kubwa ya ushauri ambao umekwishatolewa, unatoka kwa watu ambao wako independent na maslahi yao kwa ATC ni chombo chao cha umma na walipa kodi tu.

Hadi wakati huu sijasikia taarifa kamili toka kwa serikali ambayo tayari imekwishaelezea ni kiasi gani cha fedha ambacho imekwisha toa kwa ATC wakati wa mtafaruku na SAA na vilevile kiasi ambacho pia kimekwishatolewa baada ya SAA kujitoa. Nilimsoma Waziri Shukuru akiongea mbele ya bunge kuwa serikali haiwezi kuitupa ATC na zaidi ya hapo itahakikisha kuwa inaendelea kuwepo.

Sawa, sina tatizo na kauli zake, lakini mambo ya kujiuliza hiyo ATC ambayo serikali inataka iwepo ni ATC gani? Ni ATC hii ambayo itakuwa inapewa mabilioni ya walipa kodi bila ya kupiga hatua? je ni kuwa serikali haioni tatizo la msingi liko wapi? Ni vema serikali nayo na watoa maamuzi wengine wakasema 'siasa sasa basi tufanye maamuzi kisayansi' na kwa haraka.
Mabadiliko ya uongozi ndani ya ATC ni lazima ili kuweza kunusuru hali iliyopo na kufikia azma ya serikali ya kuona ATC inasimama yenyewe bila ya kudai pesa za walipa kodi.

Fedha ambayo tayari ATC imekwishapatiwa nina hakika kuwa ni nyingi na ingeratibiwa vizuri kwa maana kungekuwa na uongozi madhubuti basi hali isingekuwa kama ambavyo ilivyo sasa.

Niwahakikishia wasomaji wote hapa kuwa pesa ambazo serikali inatoa kwa ATC hazitaweza kulikwamua Shirika hilo hapo lilipo endapo hakuta kuwa na uongozi wenye uwezo wa kupanga mikakati mizuri ya kibiashara(Corporate Business Plan) inayotekelezeka na kuisimamia.

Ninaishauri serikali kuwa ifanye mabadilko ya haraka ikiwezekana ikodishe menejimenti ambayo itapewa jukumu la kuindoa ATC hapo ilipo na kuiweka katika hali nzuri na inayoeleweka. Nina uhakika kabisa utaalamu na ari ya kufanya kazi waliyonayo wafanyakazi wa ATC itaunganishwa na kutumiwa vizuri na menejimenti ambayo inaelewa ni nini kinatakiwa kufanyika kwa wakati huu.

Mwisho, ni vema Bodi ya ATC ikachapisha taarifa za Mahesabu ya Kampuni ambayo yamekwishakaguliwa ili wananchi na wadau wengine waweze kuona na kujua hali halisi jinsi ilivyo katika ATC. Taarifa za mahesabu siyo siri tena katika ulimwengu wa leo.

Natumaini wahusika wanayasoma haya manake ATCL imekuwa kama kichwa cha mwendawazimu karibu miaka kumi sasa na tunaendelea kusema tunalipa pesa kulisaidia, tunalibinafsisha kulisaidia lakini mwishowe ni palepale, kudema dema!!

Hivi tatizo la ATCL ni fedha?

Hiki ni kisingizio cha Management ya ATCL. Hata wakimwagiwa mabilioni ya kutosha kama Management ni mbovu hawawezi kwenda mbali.

Kwani yale mashangingi waliyokopeshana Management hela walizitoa wapi? Hilo ni dalili tosha kwamba management inaangalia maslahi binafsi zaidi kuliko maslahi ya kampuni/shirika. Utatoaje mikopo ya mashangingi kwa management wakati huna uhakika wa kulipa mishahara ama ku-meet administrative costs?

Kuna elements za kifisadi pia. Kila deal wanalofanya lazima kuwe na ufisadi na matokeo yake kama kuna faida inayoweza kupatikana kutokana na kukodi ndege basi hapo lazima imezwe na kamisheni za ufisadi.

Kumlaumu Mataka kwamba hafai ni kutoelewa hali halisi ya nini kinatokea. Serikali inatumia takwimu hizi (13 bilioni) kama kiini macho lakini haijatoa hata "ndururu" kwa uongozi wa kizalendo wa ATCL. Mataka amejitahidi kuendesha shirika hili katika mazingara magumu sana.

Mipango ya kibiashara ya ATC ni tatizo kubwa. hakuna ambaye anaweza kutengeneza mpango wa kibiashara ambao una-reflect hali halisi na wenye kuweza kufanya kazi.

Unapokosea kutengeneza Business Plan ya kweli, basi utatengeneza projections ambazo haziwezi kufanya kazi kabisa.
Makisio ya idadi ya abiria na mizigo itakayobebwa yatakuwa ni ya kupotosha.
Resources zako za kutekeleza Business plan yako zitakuwa-wasted.

Matokeo yake ni kuwa

Does ATC has a financial discipline to repay the loan or the government will assume responsibility once the airline default the loan? The government should have stayed out of the deal, ATC will never learn to stand on its feet as long as the government acts as if it's got ATC back no matter what. My take would have been to do away with the current top executives of ATC.

ATCL yakwamisha abiria Wacomoro kwa siku tano Dar

ABIRIA 15 waliokuwa wasafiri kwenda Comoro kwa kutumia ndege ya Shirika la Ndege la Tanzania (ATCL), wamekwama na kuhifadhiwa kwenye hoteli ya Travertine iliyo Magomeni jijini tangu Jumatatu, wakililalamikia shirika hilo kwa kuwakwamisha jijini Dar es salaam.


Abiria hao raia wa Comoro, Japan, Canada, Tanzania na Uingereza wamesema kitendo walichofanyiwa na ATCL si cha kibinaadamu kwa kuwa tangu wapelekwe hapo Jumatatu, hajafika hata ofisa mmoja wa shirika hilo kuwapa taarifa za safari yao, ambayo imekwama kutokana na Comoro kutokuwa na mafuta ya kujaza kwenye ndege ambayo itawapeleka huko ili iweze kurudi jijini.


Wakizungumza na Mwananchi hotelini hapo, abiria hao walisema maisha yao yamekuwa ya shida kwa sababu hawana hata nguo za kutokana na mizigo yao kubakia Uwanja wa Ndege wa Kimataifa wa Mwalimu Julius Nyerere jijini hapa na hawajui iko katika mazingira gani.


Msafiri mmoja, Dk. Moh'd Ridhwan alisema hawezi kusamehe kitendo walichofanyiwa na ATCL cha kuwadanganya kama watoto wadogo kwamba ndege ilishindwa kuruka kwa sababu Uwanja wa Ndege wa Comoro hauna mafuta ya ndege, jambo ambalo alisema si la kweli.


"Wanatudaganya kwamba Comoro hakuna mafuta ya ndege lakini ni uongo kwa sababu mimi nimepiga simu kwa rafiki yangu ambaye anafanya kazi huko na ameniambia mafuta yako ila inasemekana ATCL inadaiwa zaidi ya Euro 30 milioni (Euro moja ni sawa na Sh1,480 za Tanzania) na kampuni ya mafuta," alisema Ridhwan.


"Mimi ni mtu mzima lakini wananifanya kama si binaadamu... leo siku ya tano sijabadili nguo. Mimi ni mfanyakazi na siku zangu za mapumziko zimeisha... nikipoteza kazi ni jukumu la Air Tanzania na siwezi kusamehe," aliongeza Ali.


Alifafanua kwamba wameishiwa fedha hawana hata ya kupigia simu au kwenda intanet kuwapasha habari ndugu na jamaa zao kutokana na hali iliyowapata na kuongeza kuwa pengine baadhi yao wameshafanyiwa matanga kwamba wameanguka na Ndege.


"Sisi tuko jela, Idd hatujatoka, hatujasali swala ya Idd, ndugu zetu tuliwambia tutarudi kabla ya Idd lakini hadi leo hawatupati katika simu na sisi hatuna fedha ya kuwapigia wanaweza kudhani kwamba tumekufa kwa sababu hatuna mawasiliano yoyote na wao, hotli yenyewe haina hata intanet wala simu" alisem Ali.


Alisema ramadhani walipikiwa Futari ya Mihogo ambayo haikuwa na hata samaki au nayma jambo ambalo ni kinyume na haki za binaadamu kwa kuwa mtu anapofunga hutarajia kupata futari nzuri.


"ATCLwamatutelekeza hapa hawaji hata kutusalimia hatuna taarifa kamili kuhusu safari yetu, tunaambiwa tu na wahudumu mara tujiandae tutakuja kuchukuliwa saa 11 jioni mara sa 2:00 usiku ilimradi hatuna taarifa kamili" alisema Ali.


Naye Khadija Juma alisema kwa sasa wanachoomba ni kuondoka lakini tukio hilo limewaathiri sana kwani miongoni mwao ni watumishi wa umma ambao wanahitajika kazini na kwamba kuna hatari ya kufukuzwa kwa sababu hawajaenda kazini tena bila ya taarifa.


Akizungumzia tatizo hilo, mkurugenzi mtendaji wa ATCL, Alhajji Mataka alisema hana taarifa kamili kwa kuwa alikuwa likizo na kuelekeza apigiwe meneja operesheni, Mark Manji, ambaye alisema tatizo ni uwanja wa ndege wa Comoro kutokuwa na mafuta.


"Sina taarifa kwamba ATCL inadaiwa na kampuni ya mafuta kiasi hicho cha fedha," alisema Manji. "Ndege ambayo ilikuwa iwapeleke ni ndogo kwa hiyo haina uwezo wa kubeba mafuta ya kwenda na kurudi.


"Lakini abiria wasiwe na wasiwasi kwa kuwa tumefanya utaratibu ili waondoke usiku wa kuamkia kesho (leo) kwa ndege kubwa ambayo itakuwa na uwezo wa kubeba mafuta ya kutosha kwa safari ya kwenda na kurudi."


Desemba mwaka jana zaidi ya mahujaji 1000 walikwama kwa zaidi siku 12 kwenye uwanja wa ndege wa Dar es salaam kutokana na ndege ya ATCLshirika la ndege la Tanzania (ATCL) kushindwa kuruka kutokana hitilafu za kiufundi.
