Anasema Watanzania wanakuwa "trapped" na wauza shahada. Yani anamaanisha hawa walimu wa Mzumbe na mawaziri wenye u-professor Maji Majeru walikuwa hawajui kwamba nia yako ni kupata hivyo vyeti feki! Nkunya anaogopa kusema ukweli, au ni kilaza mwingine huyu?

Halafu, kukuonyesha zaidi kwamba Professor Nkyunya hajui kinachoendelea au si msema kweli, anatamka "wale wanaotaka kusoma nje ya nchi wawasiliane na sisi kwanza kwa ushauri..."

Mtu ambae anataka kupata shahada ya uongo uongo mtandaoni utategemeaje aje kwako kwa ushauri, au sijui ajipekele ubalozini, kwani ye mjinga akanyakwe? Yani Prof. Nkunya haelewi kwamba haya matatizo ni usanii wa kunuia, intentional chicaneries. Huyu Professor Nkunya ndio yuko in charge wa hili tatizo?

Alitakiwa aseme wazi wazi kwamba ukijipenyeza kwenye kazi ya mtu kwa vyeti feki feki hiyo inaweza kuwa ni fraud! Hakuna kubembelezana eti wamekuwa "trapped"! Bongo tumebarikiwa viongozi jamani jamani!

Ha, ha, ha, - unanikumbusha yule professor wa UDSM anayetoa ripoti yake na kudai kuwa performance ya Raisi Kikwete ni magnificent ila ya serikali yake ni deplorable. Alternatively wale wanaoamini kuwa CCM ni safi ila viongozi wake waliochaguliwa ndio MAFISADI. Halafu tunashangaa kwa nini hatuendelei..........

According to Citizen la leo, February 24, Kamala amejibu mashambulizi eti kuwa chuo chake cha Commonwealth Open University kinatambuliwa na an organization known as "UK Naric" the only problem here is that UK Narric is not an accreditation institution!

Angalia Kanuni ya Adhabu (Penal Code) ya Tanzania, makosa ya false pretence na forgery. False pretence is defined in the following terms: " any representation made by words, writing or conduct of a matter of fact or of intention, which representation is false and the person making it knows to be false or does not believe to be true, is false pretence"

Ndugu yangu Koba, a Ph.D is the highest academic degree one can earn, a degree which demands extended study and intense intellectual effort. Ndiyo maana mhitimu wa shahada hiyo ya juu kabisa kuliko zote, tunamtambulisha kwa kumwita "Dk", maana yake tunamtambua kuwa amebobea kwenye eneo maalum la elimu. Shahada ya Ph.D ni utambulisho kuwa the holder has not only mastered a specific subject exhaustively, but has also extended the body of knowledge about that specific subject. In other words, he or she, has made significant contribution to knowledge in the specific area of study. Ndiyo maana, msingi mkuu wa Ph.D study, msingi unaotofautisha Ph.D na shahada zingine, ni utafiti wa kina, intense research which enables the candidate to explore, investigate, contemplate and come out with results which add value to existing knowledge. The candidate is, at the end of the "day", expected to produce a thesis for assessment and defend his or her work on oral examination or other method.

Koba, hivi Nchimbi kwa mfano, ambaye amepata hiyo "Ph.D" yake hata kabla hajafaulu mitihani yake ya Diploma pale Mzumbe, atakwepa kosa la false pretence? Ni Ph.D gani unaipata katika wiki tatu toka uiombe kama wewe si mdanganyifu? Maana hata Nchimbi mwenyewe anajua kuwa amefanya false representation! Kama si kweli, basi aimwage hiyo thesis yake ya uchumi hapa JF, mtazimia!

Penal Code inasema "any person who conspires with another by deceit ... to defraud the public ... is guilty of an offence and is liable for imprisonment for five years". Mimi naiona conspiracy ya wazi kati ya vyuo hivyo feki vya Ulaya na "madokta" wetu hao, conspiracy ya kuudanganya umma kuwa ni wasomi wa kubobea na kumdanganya Rais kiasi cha kuwaamini na kuwapa nyadhifa nzito Serikalini ambazo hawana ubavu kielimu kuzibeba.

Koba hata msimamo wako wa kwamba offence ya forgery haihusiki hapa, si sahihi. Penal Code yetu inadefine forgery as follows: "the making of a false document with intent to defraud or to deceive". Aidha inafafanua kuwa
"any person makes a false document who: (a) makes a document which is false or which he has reason to believe is untrue.(emphasis added) Akina Nchimbi, Nagu, Makongoro, Kamala, Lukuvi n.k., wametengenezesha vyeti hivyo kwa lengo la kufanya udanganyifu. Wana bahati sana kwa maana ya kwamba wanaishi nchi yenye selective rule of law: nchi ambayo sheria huwabana wepesi tu akina Kihiyo!

Minister defends his PhD

The minister for East African Cooperation, Dr Diodorus Kamala, yesterday defended his doctorate degree in the wake of reports that a number of ministers and MPs have dubious academic qualifications.

Dr Kamala acquired his doctorate degree from the Commonwealth Open University, which the Tanzania Commission for Universities (TCU) does not recognise.

"It's true that I got my PhD from the Commonwealth Open University, which is recognised by the UK Naric," the minister told The Citizen by telephone.

UK Naric is Britain's national agency which provides information and advice on�vocational, academic and professional skills and qualifications from all over the world.

Dr Kamala's statement came just days after TCU reiterated that Tanzanians should be wary of universities abroad offering distance learning courses, saying most of them were non-existent.

While Dr Kamala defended his academic credentials, the deputy minister for Defence and National Service, Dr Emmanuel Nchimbi, whose curriculum vitae posted on the parliament website shows that he too got his PhD from the Commonwealth Open University, declined to comment on the issue.

Dr Nchimbi said when reached by telephone that he was not ready to comment on anything other than defence and national service matters.
"I'm attending a soccer match. If you want to talk to me make sure it is about my ministry and not anything else," he said.

Dr Kamala said he was "deeply disappointed" with TCU's stance, but added that he had not committed any criminal offence like forging a certificate.
"My brother, I know that forgery is a criminal offence.

I haven't forged certificates for my doctorate," he said. He said the system used in the United Kingdom was different from the one used in the US and even Tanzania, noting that whereas others spent most of their time in lecture rooms, "I did my PhD through coursework and research."

He added: "You don't have to sit in a lecture room fulltime to obtain a PhD. It also depends on what field you pursue your PhD in," Dr Kamala said. He stressed that distance learning was not a new or bizarre thing, adding that he was currently undertaking another doctorate programme at Mzumbe University through distance learning.

"I'm in my second year, and things are going on smoothly," he said.
When asked why he had decided to join Mzumbe University for a second PhD, Dr Kamala said education had no end and that there was no need to inform the public when he enrolled.

Dr Kamala said the university from which he obtained his first doctorate degree was genuine and "it is entirely another matter when TCU says it does not recognise it."

Eight ministers and several MPs have reportedly acquired dubious degrees from foreign institutions that are not recognised internationally.

They include the Commonwealth Open University where Dr Kamala and Dr Nchimbi acquired their doctorate degrees, according to their CVs on the parliament website.

TCU has already warned Tanzanians to be on the lookout for foreign institutions offering "bogus" degrees.The TCU executive secretary, Prof Mayunga Nkunya, has advised Tanzanians seeking degrees abroad to first check with his commission on the status of universities they intend to join.
He said that Tanzanians could also check with Tanzanian embassies in countries where such institutions claim to be based.

After TCU listed the Commonwealth Open University as among institutions it does not recognise, Dr Kamala referred The Citizen to the UK Naric website which shows the agency has registered over 20 universities, including the Commonwealth Open University.

Others are the International University (USA), Post Graduate Institute of Business Mgt (Sri Lanka), Society of Sales & Marketing (UK), Business Management Association (UK) and London Churchill College (UK).

The list also includes the London Reading College (UK), London School of Business (UK), London School of Law (UK), American University of London (UK), ST. Albert's College & Graduate School (USA), Daffodil International University (Bangladesh) and Corporation of Executives and Administrators (UK).

UK Naric also recognises the World Information Distribution University (Belgium), University of Enterprise (Ghana), University of NorthWest (USA), European Continental University (USA), British American University (USA), University College of Hospitality & Care (USA), International Board of Registered Chaplains, Mental Health Therapists & Practitioners (USA) and London Executive Schools (UK).
