Pep is good at problem identification, good at knowing exact talent to fill the gap, good at how he exploits his players to their maximum capacity and good at raising potentials of his players.

We have seen the likes of Sterling, KDB, Fernandinho, the kid Zinchenko (soon to be the best), Laporte, Bernardo Silva etc: all these are not at the level they were when they joined/met Pep.

Not all managers can do it.
