You should ask yourself the same.

Stricly speaking which tank fills first depends on host of factors, discharge rate of tap , diameter of connecting pipes , friction coefficient of pipes , viscosity of water , bend losses etc. Indeed if discharge of tap is high and diameter of pipes are small tank 0 will fill up before the other tanks. Assumption here is slow discharge of tap. The system of tanks can be mathematically modelled- a series of simultaneous differential equation whose solution gives the level of water in each tank at a given time. I rest my case.

This question just needs common sense, it not a rocket science and does not require any of what you purported to insinuate, they are constant, you should know that.

It's common sense to state that tank zero will fill first if the tap discharge is sufficiently high. Think outside the box. The puzzle should have stated - please assume slow tap discharge.
