Here it's purely grammar gone wrong.Because Kenya uses consecutive model of construction, you think that is the only option available, we are using different model of doing that, all phases will be built concurrently not consecutively like the way you do.

Phase is supposed to mean a particular order or sequence, i.e to get to phase 2 you should go through phase 1.
