Are you building a CBD or a suburb?
Bongolala government urban planners are a funny lot.
Even after building everywhere, this will just be a loose collection of buildings, and not a CBD.

Buildings need to be on street level. Like Nairobi CBD, or what we're building in Tatu and Konza.
Parking should be underground.
