If it's true that it's Kenyans that were rioting, it means they have a weak intelligence and defense system and a useless government.
If it is Kenyan police and soldiers killing their people in their own country, then they were definitely hired by their own government.
Whichever way you look at it, it still points to their government being inept but they would rather shift the blame to Kenya.
All in all, it's impossible for Kenyans to cause chaos of that magnitude in Tanzania unnoticed and still maintain diplomatic relations but they don't want to think.
