I fail to understand one thing, please let me know, which one starts between "supply and demand", do you supply first, or do you create demand first?.

From my opinion, Kenya must creat demand first. Tanzania has created very big demand for football across the country, it is appropriate time for Tanzania to build stadia around the country because they will have utility, but in Kenya, those stadia will remain grazing grounds for cattle.

Imagine with all this problems you mentioned, Kenya is still the richest country in the region, yiu wonder where Tanzania lags behind. there is nothing a Tanzanian can tell a Kenyan

But can't you ask yourself, how can a rich country majority of it's people can't afford three meals a day?.

Next time when you want to say Kenya is a rich country, first you have to think if majority of Kenyans can afford three meals a day. Tanzania is poor but it's people can afford three meals comfortably.
