The idea was to empower the devolution aspect as opposed to the previous provincial administration units like districts which evolved power around the office of the presidency…. Kama nyinyi…. So the county can now choose their own President ( Governor) who’s answerable to the county as opposed to a district commissioner who only sings to the tune of the state house…kama nyinyi…. The provincial administration was scrapped but later mercifully retained as a government service entity though with limited powers… before Chiefs , DOs, DCs and PCs were the kings and queens of the masses … their word was law… no more.. and that’s why our democracy is more advanced than your CCM one party dictatorship…🤣🤣🤣We are our own.
