Absolutely right, Counties get ksh 407 bn and each county has its own Health budget... heaven and earth...And to add, health sector is mostly devolved (whith most functions being under the county governments). So in reality, Kenya's health sector funding may be 5 or 6 times what Tanzania spends in the sector.
And it's the same story in all the other areas of the economies if you compare the two countries
