It depends on:-
1. Which side of the city the building is, you can't build that close to the city center - not conomical and it'll be considered poor planning. Housing close to commercial Districts are normally high density.
2. How busy the city is. Dodoma is not yet a very busy city. Once it becomes busier, most of such housing near the CBD will be demolished to give way to denser housing - Apartments and duplexes.
