Network data from the NetBlocks Internet Observatory confirm widespread disruption to social media and online communication platforms via multiple internet providers in Tanzania as of Tuesday 27 October 2020. The incident comes on the eve of Tanzania’s presidential and national assembly elections and the service outages are ongoing at the time of writing.
Real-time metrics show that Twitter, WhatsApp, backend servers for Instagram and some Google services including GMail and Translate are generally or partially unavailable via Tanzania’s leading network operators Vodacom, Airtel, Tigo, Halotel and ZanTel. Meanwhile, data indicate a more generalized disruption of services on state-owned operator TTCL, the Tanzania Telecommunications Corporation.
Findings are drawn from an initial set of NetBlocks Web Probe metrics from 800 observation points. Twitter Inc. has also subsequently confirmed throttling of its services in Tanzania and restrictions have extended to cover YouTube from the evening onward.
Authorities have not issued a statement on the disruptions as of Tuesday afternoon. A week earlier, the Tanzania Communications Regulatory Authority issued operators with a directive to suspend bulk SMS and telephony services during the election period. However, the directive does not specify internet restrictions and the relevant regulatory frameworks remain unclear.
Concerns over election transparency are heightened in Tanzania amid claims of state interference with the accreditation process for electoral observers, clashes involving security forces and alleged restrictions on independent media in the run up to the election period.

Internet performance and service reachability are determined via NetBlocks web probe privacy-preserving analytics. Each measurement consists of latency round trip time, outage type and autonomous system number aggregated in real-time to assess service availability and latency in a given country. Network providers and locations enumerated as vantage point pairs. The root cause of a service outage may be additionally corroborated by means of traffic analysis and manual testing as detailed in the report.

Tullow Oil Plc received approval from the Ugandan government for the sale of a $575 million stake in an oil project to Total SE, sending the shares as much as 40% higher.
The beleaguered explorer has been waiting since 2017 to close its divestment in the Lake Albert Development Project, an effort repeatedly stymied by tax disagreements. As it sought relief from lenders this year to avoid blowing through debt covenants, securing proceeds from the sale became key to restoring stability.
“The government of Uganda and the Ugandan Revenue Authority have executed a binding tax agreement,” Tullow said Wednesday in a statement. The sale to Total has also been approved by the Ugandan minister of energy and mineral development.
Tullow shares were 39% higher at 23 pence as of 11.19 a.m. in London. The stock is still 64% lower this year.
Total will pay $500 million in cash on completion of the deal and $75 million when a final investment decision on the project is taken, the companies said in April. Tullow is also entitled to receive contingent payments linked to the oil price after production commences.
The government’s approval will be “a major relief for the company and is a clear positive,” said Will Hares, global energy analyst for Bloomberg Intelligence. “Proceeds will ease concerns over liquidity, which was only $500 million at mid-year, and reduce net debt and leverage, though it still remains too high.”
An earlier plan to sell a stake in the oil project to Total and Cnooc Ltd. collapsed last year due to a holdup around tax negotiations.
Tullow expects the transaction to close in the coming days.
