CCM has two camps, Mapinduzi na Mafisadi. Mafisadi have had an upper hand for the last 20 years. If CCM will lose the power to use 2/3 power of votes to pass Mswaada, you will see CCM Mapinduzi crossing the lines and join opposition to put the government in a check.
If opposition will work united and secure 40% of parliament seats, then the political dynamics will change and Mafisadi will have to use udikteta au whatever to continue to rule!
With 40% secured to opposition, there could be constitutional changes that will strip the president the absolute powers, Special seats will be eliminated, government expenditure will be tight and most of ills that are due to incompetence or malice will b e addressed.
In CCM, at least 35% of its Wabunge are anti-establishment, however they live in fear of Kikao cha Kamati Kuu na Kutengwa because there are no alternative options for them.
If opposition will build a a solid structure that it's focus is on good governance and delivery of hope (not preaching), then the 35% of Wabunge wa CCM who have morals and passion for their country will cross the line and vote with opposition or even join opposition.
This will only happen if Mbowe, Lipumba, Mrema, Cheyo and Mtikilla, will agree to step aside from running to Ikulu and focus on Halmashauri, Kata, Vijiji, Wilaya and Ubunge!
They need to have an agreement to field one candidate in Zanzibar (not Sefu Hamad anymore) and one candidate for Union presidency. Focus for 2010 should be to secure 40% of elected seats in the parliament!
