TANZANIA will demand refund from the British government if it is proved that the radar it bought from British Aerospace Systems five years ago was over-priced, President Jakaya Kikwete said yesterday.
He told editors during his monthly address to the nation in Dar es Salaam that the government was keenly following the investigation by London's Serious Fraud Office (SFO) on the 40 million US dollars (about 50bn/-) transaction.
President Kikwete said Tanzania wanted to know if the radar was over-priced as claimed, and if there are Tanzanian officials who received kickbacks to facilitate the purchase, he explained. He said his government would demand refund of any excess payment to BAE Systems because it was an agency of the British government.
"We didn't buy the radar from the streets. We shall lodge formal request for refund from the British government if it is proved that its agency inflated its price to squeeze extra money out of our poor country," he said. President Kikwete maintained that Tanzania was right to buy the radar and that it is a shame on Britain if executives of its arms supplier took advantage of the transaction to earn illegal income.
The transaction was brokered by a British middleman based in Dar es Salaam, who is alleged to have received a 12 million US dollars (15m/-) commission paid to his Swiss account in addition to 400,000 dollars (520m/- ) paid to his Tanzanian-registered company, Merlin International.
Meanwhile, President Kikwete said only true information on corruption and other crime should be volunteered to the government to facilitate quick action by law enforcement agencies.
He praised one informer, who led the police to arrest drug dealers. "He sent me a text message that I should call back because he had important information to give me. I called and he facilitated the arrest of drug dealers," explained the president.
He, however, said many volunteers gave anonymous information which could not be verified and they did not come forward to lead the investigation.
"The suspects mentioned in such information have their own rights as individuals. We can't arrest and charge them on the basis of text messages or anonymous letters," he explained.
In the wide-ranging discussion, President Kikwete said Tanzania was not bothered by being a member of both the EAC and the Southern African Development Community (SADC), because the latter was yet to form a customs union.
He said the dilemma of dual membership to regional groupings also faced Kenya, Uganda and all Southern African countries. "We are not alone in this--we shall decide what to do when SADC establishes a customs union."
