Dar reduces foreign debts by 25 per cent

The government succeeded to curtail the countrys total foreign debts by almost 25 per cent over the past three years. A report issued yesterday by the Ministry of Finance and Economic Affairs, said the countrys total debts was reduced from $49,383.9 million down to $7,041.3 million between December 2005 and December last year.
The report attributed the success to the governments relentless and deliberate endeavour to manage its indebtedness and to the recent debt cancellations by the countrys development partners for which Tanzania qualified for being among countries commonly known as Highly Indebted Poor Countries (HIPCs).
Beneficiaries of the debt relief initiative included Africa, Latin America and Asian countries. In December, 2006 highly indebted poor countries whose debts the Group of Eight (G8) countries agreed to cancel by 100 per cent. According to the World Bank, Tanzania alone received 3 billion US Dollars in debt relief.
Following such debt cancellation, the government has now focused the money saved from debt cancellation on improving health, water, road infrastructure and also increasing education spending and eliminating school fees in primary education. The report also revealed that the country has for the past three years witnessed a substantial increase in development partners financial support from 1,712.4bn/- in 2005/2006 financial year to 2,429.5bn/- for this financial year.
The funds, says the government, has had been used for intended purposes, particularly to supporting development projects which are geared to improve welfare of the ordinary people. The report also indicated a conspicuous success in revenue collections by the Tanzania Revenue Authority (TRA), which contributes 90 per cent of internal revenue. The collections have jumped from 1,757.4 bn/-. in 2005 to 3,802.2 bn/- this year.
The increase in revenue collections has exceeded intended target by 116.4 per cent. Meanwhile, the government is in the final preparation to employ 617 new internal auditors and accountants who will be deployed to various parts of the country. The move is intended to grapple with the shortage of accountants and auditors in various government ministries and departments. The report also shows other 937 accountants and auditors have already been employed for the past three years.
